THE Marikina River water level rose to 16.7 meters, prompting the city government to sound the second alarm and urge about 100,000 residents in low-lying areas to evacuate.
As of 4:23 p.m on Tuesday, the Marikina City government said a total of 555 individuals vacated their homes.
