At least 15 young children, the oldest being 15 years old, involved in a violent rumble were arrested by village watchmen (Barangay tanod) at about 3 a.m. on Wednesday in Manila. The watchmen said the children, who belong to two warring community gangs, were caught throwing battles and hard objects along Recto Avenue in Santa Cruz. They claimed to have not assisted by Manila Police District (MPD) that has jurisdiction over the area, under Chief Supt. Rolando Nana. The watchmen said they consistently do their jobs to prevent violent rumble, but the children also continue defy them. The children were turned over to the Department of Social Welfare and Development (DSWD) in Manila after taking their names for record purposes. Under the law, DSWD has the authority over the arrested for the crimes they committed. The police and village watchmen, however, are legally barred law to file criminal charges against the children.
