2 ex-LWUA execs charged with graft


The Office of the Ombudsman filed a criminal complaint against former Local Water Utilities Administration (LWUA) Administrator Lorenzo Jamora and former Acting Deputy Administrator for Investment and Finance Wilfredo Feleo in connection with the questionable payment of P1.1 million to a company for the Guimba Water Supply Project in Nueva Ecija.

Also charged at the Sandiganbayan was private individual Renato Legaspi, the president and chairman of Green Asia Construction and Development Corporation.

Assistant Special Prosecutor II Ferdinand Labog claimed that the respondents conspired to give unwarranted benefit and advantage to Green Asia by paying P1,113,521.10 as final payment for the water project despite the absence of a Certificate of Final Acceptance, and despite Green Asia’s failure to comply with the punch list of work for correction and restoration.

According to the Office of the Ombudsman, the Guimba Water District issued a Certificate of Project Completion in October 2003 but attached a punch list detailing the works that needed correction or completion.

However, Feleo and Jamora approved in July 2004 the processing of the final billing and check representing the payment to the firm despite the supposed non-completion of the project.

Documents showed that the Certificate of Final Acceptance was issued by the Guimba Water District only in August 2004, the Ombudsman said.

The case was raffled the anti-graft court’s First Division.

The Ombudsman recommended P30,000 bail for each of the respondents.
