The Sandiganbayan has convicted a former mayor of Looc, Romblon and his erstwhile municipal planning and development coordinator (MPDC) for falsification of public documents in connection with the procurement of piglets in 1991.
In a ruling promulgated by the Sandiganbayan on Friday, former Looc Mayor Manuel Arboleda and MPDC Fermina Gaytano were found guilty of falsifying the contents of the Report of Inspection and Deliveries to make it appear that actual deliveries of piglets were made in order to facilitate payment for the transaction worth PHP20,000.
