A 20 percent discount for transportation fare of barangay officials has been proposed in the House of Representatives ahead of the barangay polls at the end of the month.
Rep. Henry Oaminal of Misamis Occidental made the proposal under his House Bill 2411, amending Section 393 of Republic Act 7160 or the Local Government Code of 1991 which provides for benefits for Punong barangay, Sangguniang Barangay members, Barangay Treasurer, the Barangay Secretary, among others.
Oaminal noted that the functions of barangay officials have significantly increased due to the evolving complexities in the administration of government throughout the years, and that includes traveling extensively to deliver social services and capacity building activities.
“They have to do these things even if they are only allotted a limited budget for food, lodging and travel expenses. As a result, they are often forced to seek the help of their friends, relatives and acquaintances for lodging where they can stay when they are called upon to travel great distances,” Oaminal pointed out.
Oaminal then cited that such move is in accordance to the 1991 Local Government Code which recognizes the vital role barangay officials perform in the delivery of essential services to the people.
“These officials of the smallest political unit serve as the front line in dispensing social services. In most cases, they are compelled to spend whatever they have out of their own pockets.
