CAMP DANGWA, La Trinidad, Benguet: A ranking New People’s Army leader finally surrendered to the joint elements of the Regional Police Intelligence Group and the Kalinga Police Provincial Office on Sunday. Police Senior Supt. Froilan Perez, provincial director, identified the surrenderee as Benigno Conggas Cagwayan, alias Dukang/Mel/Garcia, 48, of Sitio Opon, Barangay Poswoy, Balbalan, Kalinga. Cagwayan voluntarily surrendered without firearm in the morning of May 19, 2013, in Kalinga. He was listed as no. 24 on the 3rd Periodic Status Report of Threat Group/Order of Battle calendar year 2012. He was a team leader of the 2nd Larangang Yunit Guerilya with the code name “Steady” of the Kilusang Larangang Gerilya Baggas operating in Kalinga. He carries a monetary reward of P500,000 for his arrest under DND/DILG Joint Order on Reward Number 14-2012 dated November 8, 2012.
