ROXAS, Isabela: The local government has completed construction of health centers and a water system to help uplift the lives of residents in three barangays in this town, a regional official of the Department of Interior and Local Government (DILG) said.
DILG regional director Marlo Iringan said the Department of Social Welfare and Development funded the projects under a system called Bottom-up Budgeting (BUB).
“Working parents will no be able tol bring their children to the day care centers and go about their day-to-day work, have their sick relatives checked by professionals and enjoy a source of drinking water,” Iringan said.
The projects involved two day-care centers in Barangays Dona Concha and San Placido, two health centers in Barangays Imbiao and Matusale, and a water system in Barangay Marcos.
The projects were part of the anti-poverty program of the Aquino Administration. The BUB allows grassroots participation in the budgeting process.
Mayor Benedict Calderon led the inauguration on March 2 and was joined by Rema Tapispisan, Region 2 Director of the Department of Social Welfare and Development (DSWD) and local officials here.
Iringan said that under the BUB a city is entitled to P30 million worth of projects and a municipality P15 million worth of projects each year.
“This is aimed at empowering the people by allowing them to identify projects, which they believe will matter most in their communities,” Iringan said.
