A joint police team rescued a 5-year-old boy who was kidnapped in Bacolod City on January 4 and brought to Cebu City by his captors. Senior Supt. Roberto Fajardo, PNP Anti-Kidnapping Group director, said they also arrested Allan Ramos Quilbo, a native of Gerona, Tarlac, who was guarding the boy inside a lodging house in downtown Cebu. Quilbo was allegedly able to gain the trust of the boy’s parents as they belong to the same church. The boy’s parents claimed they deposited a total of P16,000 to Quilbo’s bank account. When the suspect refused to release the boy, they decided to seek police help. Fajardo said his unit worked with the Regional Intelligence Unit-7 and the Cebu City Police Office in rescuing the boy.
