A disaster management or employment agency?

What’s this I heard again from the rumor mill in Camp Aguialdo that civilian employees of the National Disaster Risk Reduction Management Council (NDRRM) are demoralized these days not only due to its head’s incompetence at work but also for bringing with him to the said agency almost one battatlion of staff.

According to the same report, Director Eduardo Del Rosario brought with him to NDRRMC his “mistahs” who are also retired generals and colonels.

Worse, Del Rosario, a retired army general himself, gave his classmates the juicy positions, meaning high level jobs within the agency even though they have no experience at all in disaster management just like him.

Employees at NDRRMC are wondering why retired generals Romeo Fajardo was given the deputy administrator post, Honorato Delos Reyes as Executive Officer, Juanito Dalmas as the training chief, Loreto Rirao was appointed as NDRRMC’s Region 11 chief, Jun Ochotorena as head of the BASULTA director, and retired colonel Dante Balao, as planning chief. All of them have no disaster management training.


Not contented, Del Rosario also brought with him an active duty officer from the AFP, a certain Maj. Reynaldo Balido, to head the operations department.

According to the employees, Maj. Balido would have been an asset as a junior officer of the Army working in the field rather than utilizing him in an office like NDRRMC where his skills as a combat officer will not be that useful in a disaster management environment.

I can feel the sentiments of the rank and file over at NDRRMC because the supposed positions they have been aspiring were all given to the retired generals instead, causing now a backlog in the promotional canal of its organic personnel.

I have been trying to figure out these past few days, why Del Rosario was appointed by Pnoy to head the country’s disaster management office when this nincompoop do not have any idea on search and rescue?

One wonders if Del Rosario and his retired general friends are also red cross certified since they are in the search and rescue outfit now.

Gen. Del Rosario and your “mistahs”…get the f#@%& out of NDRRMC!!!!! You and your friends have no business running that agency. You guys will be perfect in a retirement home!!!!!

Not illegal…
A former colleague who is now a consultant for a mining firm in Bicol called me up to explain the side of their company which has been under scrutiny lately for, according to reports, operating already even without mining permit.

My friend explained that the report must have meant that Investwell Minerals Development Corp. is allegedly mining without permit.

However, their company, Investwell Resources Inc. (IRI) was mentioned on the report instead.

He said what the Department of Environment approved the Deed of Assignment of the mineral production sharing agreement between Trans-Asia and IRI, which is not a mining permit yet.

According to my friend, IRI’s owner, Yii Ann Hii, was not barred by former DILG Sec. Robredo from mining in Bicol.

  1. Isang malaking tanong ang nabuo sa aking isipan sa kadahilanang di ko na makita ang tunay na layunin ng paglikha ng batas tungkol sa disaster management. Ano ba talaga ang layunin ng RA 10121??? Sa aking obserbasyon, ginagamit, nagagamit ang gagamitin lang ito ng mga taong naghahangad na magkamal ng salapi para sa kanilang sariling kapakanan.

    Sana lang mabigyang pansin ang tunay na layunin ng paglikha ng batas na ito. Nakakapanghinayang ang perang inilalaan natin para sa mga ganitong layunin kung masyado nang nasasalaula ang tanggapan hindi lamang ng NDRRMC kundi na rin ang mga tanggapang nasa ilalim nito katulad ng RDRRMC, PDRRMC, MDRRMC, BDRRMC.

    Mga taong dapat na nakapuwesto at may kakayanang magpatakbo ang di mabigyan ng pagkakataon, manapa’y ang mga walang kakayahan at karapatan ang dinadala at nananatili sa puwestong di nababagay sa mga ulupong na yan.

    Kilos mga MAMAMAYAN….

  2. Salamat Sir for making this write-up! Militarization na ang nangyari sa OCD. eye opener sana ito sa National leaders sa OCD esp sa DND. Para sino sila sa OCD mga contractuals lang may dala-dalang pang mga active sundalo tapos parang sino din. Sila ang reason bakit may mga ngresign and early retire sa OCD. OCD is not all about budget (money making), seryosong trabaho ang Disaster Risk Reduction and Management. Sana may investigative reporting regarding the retired generals inside the OCD/NDRRMC*

  3. Aba anong klaseng opisina yan. Kahit sino madedemoralize nyan. Di ba retired na sila dapat nagpapahinga na ang mga yan. Retired na nga dahil tapos na productive years ninyo. Rest in peace na mga lolo.

    • sana malaman natin ano itsura ng opisinang yan.. baka building lang yan walan namang tao…may tao nga ala namang alam sa disaster management.. sa totoo lang that office needs a lot of training and new training and knowledge because of climate change.

    Napakalaking pasasalamat po namin kasi po napublish yan. Dapat mgpahinga na ang mga Generals “they must stay at home”. Kung makadala sila ng mga tao sa office ay parang sundalo kung magturing. Wala na bang lugar ang mga civilians sa office na itoh????…may iba pa sa kanila ayaw ng trainings. Sana malaman ng presidente itoh. At malaman niya ang problema ng disaster office.

    Salamat at nailabas din sa media and baho ng opisinang ito (NDRRMC). Lahat kaming rank and file ay demoralized na. Tama lang lahat sinabi nyo. Sana may hiya pa silang pakinggan ang suggestion nyo c/o your last statement…”they will be perfect in a retirement home!!!”

    • Korek ka dyan Joy. We have our share of putting ourselves in life’s peril in service to the people but now anong nangyayari sa mga pinaghirapan natin?
      Thank you sir! We hope and pray you’ll look more deeper to the issue. Marami pang mas “troubling issues and concerns” kesya dyan and most of it is at the expense of rank and file personnel.
