• Abad saving P581B for 2016 polls – UNA


    The United Nationalist Alliance (UNA) has accused Budget Secretary Florencio Abad of saving up to P581 billion for the Liberal Party’s 2016 campaign war chest.

    UNA interim president Navotas Rep. Toby Tiangco said the P581 billion fund that the Aquino administration plans to use for new programs will likely become the ruling party’s campaign kitty, considering that the Supreme Court already outlawed the Disbursement Acceleration Program (DAP).

    DAP was a spending program which allowed the agencies under the Executive branch to declare unspent appropriations as savings and subsequently realign the funding to the administration’s priority projects, including those proposed by the lawmakers.

    “The 2015 National Expenditure Program is a thinly-veiled budget of hide and seek, designed to divert discretionary money into pet projects in an election year to garner votes, not help alleviate poverty and help the poor,” Tiangco said.
