In line with the Commission’s unrelenting effort to continuously ensure that only the best and most qualified individuals are admitted in the police service, the National Police Commission (Napolcom) prescribed additional qualifications for appointment of doctors, lawyers and chaplains in the Philippine National Police (PNP) by issuing Memorandum Circular No. 2013-005 amending the general qualifications. According to Interior Secretary and Napolcom Chairman Mar Roxas, the new memorandum was issued after the Commission found the need to amend Napolcom MC 2008-006 by prescribing additional qualifications, such as eligibility, experience, training and performance evaluation rating, in the appointment of Doctors of Medicine, Members of the Bar and Chaplains. Napolcom Vice Chairman and Executive Officer Eduardo Escueta said that the Commission issued the new memorandum to ensure the entry of competent technical officers in the police service.
