LEGAZPI CITY: For building a cockpit without the necessary permit, the mayor of Albay was dismissed from service by the Office of the Ombudsman.
Mayor Avelino Ceriola of Ma–linao town was dismissed for grave misconduct and will also lose his civil service eligibility and retirement benefits. He will also be perpetually barred from holding public office and taking the civil service examination.
The decision was made by Ombudsman Conchita Carpio Morales on April 25 who said that the grave offenses committed by Ceriola deserved the imposed penalties.
Ceriola was on his third term as mayor when Municipal Coun–cilor Ervin Fajut filed a case against him in 2011 for constructing the Malinao Cockpit Arena without a building permit. The new cockpit would replace the old one that was heavily damaged by a flash flood.
To avoid getting a permit, Ceriola changed the name of the cockpit’s owner to a corporation that he owned.
On September 2, 2014, Ceriola finally tried to get a permit to pacify the complainants but this did not bear the required signature of the municipal building official.
On September 20, 2011, Ceriola, through the municipal council, passed resolution No. 46, S. 2011 that approved the application of the new building permit for the cockpit.
