SPEAKER Pantaleon Alvarez of Davao del Norte wants the 2019 mid-term elections postponed before October so that Charter Change may proceed in Congress.
Alvarez issued the statement despite the latest Pulse Asia survey showing 67 percent of Filipinos were opposed to Charter Change.
