The Metropolitan Manila Development Authority stopped Angkas drivers from giving free rides to passengers at the North Avenue station of the Metro Rail Transit-3 on Monday.
MMDA spokesperson Celine Pialago said the drivers have to secure franchises or permits from the government to continue their operations.
The Angkas drivers planned to provide free rides during Mondays, Wednesdays, and Fridays.
Land Transportation Franchising Regulatory Board spokesperson Aileen Lizada said the Board recognizes the good intentions of these drivers but they should seek permit from the government.
“What if there’s an accident? Who w il be held accountable? Let us partner but let us partner at the proper level,” Lizada told Angkas drivers.
The LTFRB, in partnership with the Department of Labor and Employment, will launch a job fair for Angkas and habal-habal drivers. The agency invited Angkas drivers and habal habal drivers to a dialogue on December 12 to discuss their concerns and issues.
