THE anti-graft court Sandiganbayan’s Fifth Division issued a hold departure order (HDO) against Sen. Joseph Victor “JV” Ejercito and several others over a graft charge filed against them in connection with the allegedly anomalous purchase of high-powered firearms in 2008, when he was mayor of San Juan.
This means that they have to seek the court’s permission first whenever they will go on a trip abroad.
Likewise barred from leaving the country without prior permission from the court were former City Administrator Ranulfo Dacalos, who was also then-Chairperson of the Bids and Awards Committee (BAC), and former BAC members: former ICO-City Treasurer Rosalinda Marasigan, former City Legal Officer Romualdo de los Santos, former City Budget Officer Lorenza Ching, and former City Engineer Danilo Mercado.
The Office of Ombudsman filed the case last Wednesday.
The anti-graft body accused the respondents of procuring and paying for three units of Daewoo K2 Caliber 5.56 MM sub-machine gun and 17 units of Daewoo K1 Caliber 5.56 MM sub-machine gun to HK Tactical Defense System, Inc. (HKTDSI) in the amount of P2.1 million.
It said the transaction was “without the required competitive public bidding, post qualification, and legal appropriation…” REINA TOLENTINO
