MEMBERS of the House of Representatives have shown no interest in passing “urgent” measures because President Benigno Aquino 3rd has not certified them urgent, Rep. Neri Colmenares of Bayan Muna party-list said on Thursday.
Colmenares said majority of the members of the House of Representatives do not consider the proposed Bangsamoro Basic Law (BBL), Anti Dynasty Law, and Freedom of Information Act as “important and urgent” since Aquino never certified these measures after his final State of the Nation Address (SONA) on July 27.
For several weeks now, House leaders were forced to adjourn sessions for lack of quorum.
The problem on absenteeism in the House was recently brought up by Buhay party-list Rep. Joselito Atienza Jr.
Atienza complained that the House cannot approve the three urgent bills because lawmakers refuse to show up in plenary.
Colmenares said congressmen will surely act with speed on these measures if the President certified them as urgent.
Former Rep. Renato Magtubo of the Bukluran ng Manggagawang Pilipino (BMP) party-list group, told The Manila Times that quorum problem is not new.
Magtubo, who is now chairman of Partido ng Manggagawa (PM), said majority of the congressmen are already busy preparing and positioning themselves in their respective districts for the 2016 elections.
