President Benigno Aquino 3rd on Friday led the groundbreaking for the new Supreme Court (SC) complex in Bonifacio Global City in Taguig City (Metro Manila).
After burying the time capsule, Chief Justice Maria Lourdes Sereno presented to Aquino the SC Marker, which was placed at the site to signal start of construction.
Aquino and Sereno and the other justices of the High Court then witnessed the signing of the contract to sell between the SC and the Bases and Conversion Development Authority for the future SC site.
The 21,463-square meter property, worth P1,287,780,000, is within the former Philippine Army Security Escort Group Area.
Of the amount, P1,159,002,000 is included in the National Expenditure Program for 2016, while P128,778,000 is appropriated under the SC budget in the General Appropriations Act of 2015.
Meanwhile, Aquino personally sought the help of SC justices in addressing the delay in implementation of infrastructure projects.
“Idudulog ko po: Sana agad nating matutukan ang paglalabas ng desisyon sa ganitong mga isyu [I wish that we give attention to coming up with decisions on this issue],” he said in his speech.
“Malinaw naman po sa batas ang karapatan ng gobyernong ituloy ang proyekto kahit hindi pa natatapos ang pagdinig ng korte sa usapin ng tamang kabayaran [The law is clear that the government can continue projects even if the matter of just compensation is still being heard by the courts],” the President said.
According to Public Works Secretary Rogelio Singson, Aquino said, some courts do not release the writ of possession for infrastructure projects immediately.
The President sought to clarify whether the law provides that a temporary restraining order may be issued on infrastructure projects.
All these issues, Aquino said, delay not only government projects but also benefits intended to better the lives of Filipinos.
