Aquino certifies budget bill urgent


President Benigno Aquino 3rd has certified as urgent the measure that seeks a P3 trillion budget for 2016.

Citing information from the Presidential Legislative Liaison Office (PLLO), Presidential Communications Secretary Herminio Coloma Jr. confirmed that a presidential certification has been given to the budget bill for its swift approval in Congress.

“PLLO Sec. [Manuel] Mamba confirms that, as requested by the House leadership, the President has certified as urgent the approval of the proposed national budget for 2016,” Coloma told reporters in a text message.

The House leadership had asked Aquino to certify the 2016 budget urgent to speed up its passage when sessions resume on November 3.

Based on allocation by sector, social services will have the biggest budget allocation of P1.1059 trillion, which is 36.8 percent of the proposed budget. It covers education, healthcare, housing and social welfare and employment.

Economic services took the second largest budget allocation with P829.6 billion, which is 27.64 percent of the proposed budget.

The Department of Education will get P435.9 billion; Department of Public Works and Highways, P394.5 billion; Department of National Defense, P172.7 billion; Department of Interior and Local Government, P154.5 billion; Department of Health, P128.4 billion; Department of Social Welfare and Development, P104.2 billion; Department of Agriculture, P93.4 billion; Department of Finance, P55.3 billion; Department of Transportation and Communications, P49.3 billion; Department of Environment and Natural Resources, P25.8 billion; and Department of Science and Technology, P18.6 billion.
