Aquino rejects bill condoning water districts’ unpaid taxes


President Benigno Aquino 3rd has vetoed a bill seeking to remove conditions for condonation of all unpaid income taxes of Local Water Districts (LWDs).

In his veto message, Aquino said the enroled consolidated House Bill 3675 and Senate Bill 2518 on the condonation of unpaid taxes of LWDs will remove the laudable intent of Republic Act 10026 granting tax reprieve only to LWDS that are financially incapable and committed to instituting fiscal reforms.

“While we recognize the objective of the bill to allow a greater number of [LWDs] to benefit from tax condonation, we cannot support the bill in its present form because of serious fiscal policy implications,” he added.

“The bill creates the misguided impression that the government incentivizes the LWDs’ negligence and omission of one of their primordial responsibility[ies], which is to ensure that the necessary reforms are introduced and institutionalized in order to effeciently operate and maintain these utilities,” the President said.
