State auditors have told the Province of Aurora to return the P10.934 million representing unused balance of Priority Development Assistance Fund (PDAF) to the national treasury.
The recommendation was made in a 2014 audit report on the province by the Commission on Audit (COA).
“The unutilized balance of the Priority Development Assistance Fund amounting to P10,934,258.71 remained unremitted as of December 31, 2014 contrary to Supreme Court Decision…dated November 19, 2013,” the auditors said.
The PDAF, or pork barrel fund allocation of lawmakers, has been declared unconstitutional by the Supreme Court (SC) in November 2013.
The SC has ordered that the remaining PDAF shall not be disbursed or released but reverted to unappropriated surplus of the general fund.
“We recommended and the management agreed that the Provincial Treasurer remit immediately the unutilized PDAF of ?10,934,258.71 to the Bureau of Treasury in compliance with the above Supreme Court Decision,” the auditors said.
The auditors also recommended and the provincial government agreed that the provincial treasurer and the accountant “explain satisfactorily in writing their non-compliance with the said Supreme Court Decision.”
