• Ban sought on COA allowances


    A lawmaker is seeking a prohibition on allocating funds for allowances of Commission on Audit (COA) personnel stationed in government entities to prevent their “influence” on state auditors. Rep. Erlpe John Amante of Agusan del Norte filed House Bill No. 5352 or the proposed “Anti-Patronage in State Auditing Act of 2015,” which aims to preserve the independence of the country’s state auditing body. The provision under RA 6758 prohibits COA officials and employees from receiving salaries, honoraria, bonuses, allowances or other emoluments from any government entity, LGU, GOCC, and government financial institution”except those compensation paid directly by the COA out of its appropriations and contributions.”
