LA TRINIDAD, Benguet: The “Lambat-Sibat,” a new tactic in curbing criminality, is now in effect in this highland province and in the Cordillera Administrative Region (CAR). Aimed at reducing crime, lowering fear of crime and improving public safety, the scheme goes back to the basics of patrolling, intensifying police visibility in the community for a more secure community to live. It dispatches 95 percent of police on field while the remaining five percent stay in the office. Police Supt. Bryan Allatog, head of the Provincial Investigation and Detective Management Branch, said the “Lambat-Sibat,” brainchild of former Interior and Local Government Secretary Manuel Roxas 2nd, is spelled out in Philippine National Police Memorandum Circular 2015-22 providing guidelines to be followed by all unit commanders in managing police operations. It encompasses principles of timely criminal intelligence, effective intervention, rapid deployment of resources, follow-up and assessment and multi-stakeholder review that lead to crime prevention and crime solution for a more safe and secured community. Its objective is for the chief of police to focus on three to five areas of crime depending on what they opt to make a priority. The program addresses index crimes such as theft, physical injury, robbery, car theft, homicide and murder. Reports will be assessed and validated weekly and will be the basis of performance of men in uniform.
