Former Vice President Jejomar Binay has posted a P376,000 bail over 14 criminal charges slapped against him in connection with the allegedly overpriced P2-billion Makati City Parking Building 2.
Binay posted the bail before the Sandiganbayan’s Third Division on Friday or less than a day after he was charged with malversation, four counts of graft and nine counts of falsification of public documents.
The bail for malversation raps is pegged at P40,000, while four counts of graft raps are worth P120,000. The nine counts of falsification of public documents amount to P216,000.
His son, dismissed Makati City Mayor Erwin “Junjun” Binay, also posted a P100,000 bail broken down into malversation (P40,000) and two counts of graft (P60,000).
In filing the charges against the Binays, the Ombudsman cited that the P2.2-billion parking building project did not undergo public bidding, and that four tranches of payments amounting to P11.97 million for contractor Mana Architecture and Interior Design, Co. were processed and approved despite incomplete submission of deliverables including design plans, working drawings and technical specifications.
In addition, the Ombudsman’s probe showed that Makati City officials colluded with Hilmarc’s Construction Company (Hilmarc’s) to manipulate the outcome of the five public biddings for the purpose of ensuring that Hilmarc’s would be awarded the contracts even if Hilmarc’s lacked the required publication of the invitations to bid.
The camp of the former Vice President, however, claimed that they were charged just because Ombudsman Conchita Carpio-Morales has a prejudice against him and his family since the Binays are not from the Liberal Party (LP) headed by former President Benigno Aquino 3rd.
Morales has repeatedly denied Binay’s accusations, claiming that she is impervious to pressure from anybody, including the President.
“Right now, we have a very strong evidence against the respondents. So anong gagawin namin tutulala? Matatakot ka? No way [So what do we do now? Stare at each other? Be afraid? No way]!” Morales said in a previous interview.
