• BoC chief vows to exceed P627B 2018 collection target

Customs Commissioner Isidro Lapena on Monday vowed not only to hit the P627 billion target for 2018 but exceed it as well to put an end to the bureau’s seven-year collection slump.

He pointed out that if the Customs bureau will surpass its target at a conservative estimate of P20 billion, all personnel, from the commissioner down to the janitor, would be entitled to a 20 percent share of the surplus, which is equivalent to P1.4 million commission for each of the 2,800 officials and rank-and-file employees as provided for under the Lateral Attrition Law.

“After that, we can work out for an exemption from the Salary Standardization Law, which means that we will not be bound by it as government employees but we can work out for higher salary considering that we are in the revenue generation agency,” Lapena said.

He said computation of revenue collection during the last three months since he assumed in September would show that the 2017 collection target could have been achieved if the assessment and computation of duties and taxes for importation had been done right.
