An improvised explosive device went off at the public market in Kabacan town, North Cotabato early Monday evening. Colonel Odie Edralin, commander of the 7th Infantry Batallion, said the bomb used a cellular phone as a triggering device. Civilians alerted the authorities but the bomb went off before the responding soldiers could defuse it. North Cotabato Gov. Emmylou Mendoza said the explosion could have been deadly had it not been discovered. She urged the town and barangays officers, the law enforcement agencies and the civilian populace to continue with their vigilance and prevent rebels from sowing terror and chaos in the province.
