A local drug group member, who used his house as a drug den in Butuan City, was arrested during the implementation of a search warrant by agents of the Philippine Drug Enforcement Agency (PDEA) on March 18. In a report to PDEA Director General Undersecretary Arturo Cacdac Jr., Director Erwin Ogario, Regional Director of the PDEA Regional Office 13 (PDEA RO13), identified the suspect as Charles Manuel Baltazar, alias Chum-Chum/Champoy, 34 years old, a resident of No. 263 Ilang-Ilang Street, Street Joseph Subdivision, Barangay Villa Kanangga, Butuan City. Baltazar is a target-listed drug personality and a member of the Rene Cabrera Drug Group operating in the Caraga region. At about 11 a.m., after identifying themselves as PDEA operatives, elements of PDEA RO13 Special and Weapons Tactics, entered Baltazar’s house doubling as a drug den in St. Joseph Subdivision on the strength of a search warrant issued by Judge Eduardo Casals of Regional Trial Court Branch 1 in Butuan City.
