The government has given the notice to proceed for the construction of the 2.5-kilometer elevated expressway passing through Circumferential Road (C-3) in Caloocan to Radial Road 10 (R-10) in Navotas, according to the expressway operator Manila North Tollways Corporation.
“We already have the construction notice to proceed. We just need to negotiate the investment recovery,” MNTC President Rodrigo Franco said in a chance interview.
The Radial Road 10 or R-10 is the continuation of the 5.7-kilometer segment 10 elevated expressway passing through MacArthur Highway in Valenzuela City, Governor Pascual Avenue in Malabon City and C3 Road/5th Avenue in Caloocan City.
“We are already mobilizing. We are hoping [to construct it]toward the end of the year,” Franco said.
The elevated expressway is designed to provide direct access between the northern provinces of Luzon and the Port Area via NLEX. It is also expected to help decongest Metro Manila by providing an alternative entry to NLEX, bypassing EDSA and other busy routes.
Once the project is completed, motorists will only need 10 minutes of travel time from Manila ports to NLEX.
Earlier, Franco announced that the project was expected to be finished by the first quarter of 2018.
Franco also said that the 37-kilometer NLEX Phase 3 from Santo Tomas, Pampanga to Dinalupihan, Bataan is currently undergoing final engineering studies.
“We are packaging the project. Give us three months, we can submit the proposal,” Franco said.
“There is no complete study yet but the while project can cost more than P10-billion,” Franco added.
