Today’s sealing of the Comprehensive Agreement on the Bangsamoro (CAB) began with the signing of the framework agreement on the formation of the International Contact Group for the Peace Process with the Moro Islamic Liberation Front (MILF) on September 15, 2009, or shortly after the “death” of the Memorandum of Agreement on Ancestral Domain that was junked by the Supreme Court.

January 2011 – The government and MILF peace panels hold their first informal meeting.

February 9, 2011 – The panels meet for their second round of exploratory talks and the resumption of peace negotiations.

August 4, 2011 – President Benigno Aquino 3rd meets with MILF Chairman Murad Ibrahim in Tokyo, Japan. It is reported that the President gave a P5-million check to the Bangsamoro Development Authority.

August 22, 2011 – The government panel submits its three-for-one proposal to the MILF.

November 3, 2011 – The government and MILF meet for an informal executive session in Kuala Lumpur, Malaysia, to discuss the fighting between their forces in Basilan and Zamboanga.

First quarter of 2012 – The panels hold their 24th, 25th and 26th rounds of exploratory talks.

May 28 to 30, 2012 – The two sides agree to refine their positions on the substantive agenda, including wealth-sharing, power-sharing, governance, transition roadmap and normalization for the new autonomous political entity that will replace the Autonomous Region in Muslim Mindanao (ARMM).

August 8 to 11, 2012 – Issues on power-sharing and wealth-sharing are settled.

October 2 to 7, 2012 – The 32nd round of exploratory talks produces the Framework Agreement on the Bangsamoro.

October 15, 2012 – The Framework Agreement on the Bangsamoro is signed in Malacañang.

November 15 to 17, 2012 – The 39th Conference of Foreign Ministers is held in Djibouti. The Philippine government, MILF and Malaysian government are invited to improve on the Framework Agreement by linking it to the Peace Agreements of 1976 and 1996.

December 17, 2012 – The President issues Executive Order 120 creating the Transition Commission that will draft the Bangsamoro Basic Law.

February 11, 2013 – The President and MILF Chairman Ibrahim launch the Sajahatra Bangsamoro program at the Bangsamoro Leadership and Management Institute in Sultan Kudarat, Maguindanao.

February 27, 2013 – The Annex on Transitional Arrangements and Modalities is signed.

July 12, 2013 – The Annex on Revenue-Generation and Wealth-Sharing is signed.

December 8, 2013 – The Annex on Power-Sharing is signed.

January 25, 2014 – The Annex on Normalization and the Addendum on Bangsamoro Waters and the Final Annexes on the Framework Agreement on the Bangsamoro are signed.

March 27, 2014 – Scheduled signing of the Comprehensive Agreement on the Bangsamoro.
