TUGUEGARAO CITY, Cagayan: The Cagayan Valley Police Regional Office here has given provincial, city and town police chiefs seven days to stop all forms of illegal gambling activities in the guise of small town lottery or “STL-teng” operation.
Chief Supt. Robert Quenery said his order is in response to the directive of Police Director General Ronald dela Rosa, as he declared an all-out war against illegal gambling in the region.
“We are only given 15 days by the national headquarters, so I am giving you [provincial and city police directors]a one-week ultimatum to work hard on illegal gambling operators all over the region to totally put an end to this kind of activities,” he said.
Local government officials are also questioning the operations of STL-teng contrary to the police’s claims that they have stopped the illegal numbers game.
Since April, police have been raiding betting stations managed by Meridein Vista and Gaming Corp. (MVGC) in the region which reportedly resulted in the company folding up in the province.
Local officials decried the raids and arrests as “only for show” since the illegal numbers game continues to operate in the region’s premier towns and cities.

However, reports said that STL-teng in some towns and cities in the region are being run by personalities identified with local government officials and former military men.
“On the fifth day from now [Friday], I want a positive result especially in Santiago City,” Quenery told the chiefs of police
In an earlier meeting with the police regional office, the PCSO presented the Regulation on the Licensing of Gambling and Online Gaming Facilities and detailed the Authorized Agent Corporation’s (AAC) scope of operations, including the list of their employees.
According to the PCSO, AACs operating in Region 2 include Charity Games of Chance Corp. in Cagayan, Sahara Games and Amusement Phil Corp. in Isabela, King 810 Gaming Corp. in Nueva Vizcaya and Fair Ways Management and Gaming Corp. in Santiago City.
