Castelo: Blacklist contractors for delayed EDSA reblocking


Rep. Winston “Winnie” Castelo of Quezon City on Tuesday sought the immediate blacklisting of private contractors that failed to meet their deadline for the reblocking of portions of the 26-kilometer Epifanio delos Santos Avenue (EDSA).

Traffic jams on EDSA greeted motorists right after the Holy Week break. The cement in the portions of the road that underwent reblocking is not yet to dry to date. The private contractors, who were commissioned by the Department of Public Works and Highways (DPWH), had until Tuesday or April 22 to finish their job.

In a statement, Castelo, chairman of the House committee on Metro Manila development, urged the DPWH to name these private contractors to warn the public against transacting with them.

He urged DPWH Sec. Rogelio Singson to crack the whip on these erring contractors, considering that their failure to finish their job resulted in huge economic losses to the public whose work hours and other commitments were jeopardized by the traffic jam stemming from the unfinished EDSA reblocking.

“These private contractors, which do not have any sense of urgency and refuse to acknowledge the public interest in their contracts with government should be forever barred from doing business with the state,” the congressman, a member of the ruling Liberal Party, said.

“They have themselves to blame,” he said.

According to Castelo, the Metro Manila Development Authority, through its chairman, Francis Tolentino, had made it clear that the private contractors that the DPWH had tapped for the reblocking, or repair, of EDSA, had until Tuesday to complete their work.
