BANNER: Filipinos don't want Charter change – poll

NEARLY nine out of 10 Filipinos said the 1987 Constitution must not be amended, with 75 percent of them saying it should not be amended now or at any other time, the latest survey conducted by Pulse Asia showed. In the "Ulat sa Bayan" survey conducted from March 6-10, 2024, 88 percent said they did not want the current constitution to be amended now, and 75 percent of them said it should never be amended. Meanwhile, 14 percent said that while the Constitution could not be amended, it could be amended sometime in the future. Of these, 6 percent said the Charter could be amended during the administration of President Ferdinand Marcos Jr., while 8 percent said that it could be done in the next administration. Only 8 percent of respondents said they were in favor of amending the Constitution.

Chinese SCS moves destabilizing - Australia

AUSTRALIA on Wednesday criticized "destabilizing and coercive" actions in the South China Sea, including unsafe encounters at sea and in the air and the militarization of disputed features. Canberra said the pattern of "deeply concerning behavior" by China in the S.C.S. "endangers the peace and security of the region, threatens lives and livelihoods, and creates risks of miscalculation and escalation."

Holy Thursday commemorates Last Supper

CATHOLICS commemorate today, Holy Thursday, the Last Supper of Jesus Christ, which marks the start of the Easter Triduum, a three-day period leading to the resurrection of Christ and considered the most solemn part of the Holy Week. The start of the Easter Triduum also marks the end of the 40-day Lent, which begins on Ash Wednesday. The 40-day Lent represents the time Jesus Christ spent enduring the temptation of Satan and preparing to start his ministry. It is also on the evening of Holy Thursday, also known as Maundy Thursday, that practicing Catholics do the traditional "Visita Iglesia," the practice of visiting various churches and praying the station of the cross to atone for their sins.

Critics slam revival of drug war in Davao City

LEADING critics of the so-called war on drugs of former president Rodrigo Duterte on Wednesday slammed the move of his son, Davao City Mayor Sebastian "Baste" Duterte, to revive the brutal policy. Critics of Mayor Baste assailed his move after seven drug suspects were killed in separate police operations in the city, under the "leave or die" warning of the younger Duterte to drug dealers and users. In a statement on Wednesday, Bayan Muna chairman and former lawmaker Neri Colmenares said the revival of the drug war has created a "dangerous environment for the people, resulting in more killings and human rights violations."

Blackwater owner: We should have been 5-0

AS far as Blackwater Bossing owner Dioceldo Sy is concerned, his team should have easily been 5-0 in the P.B.A. Philippine Cup. Unfortunately, Sy said, the team could not finish strong, especially in their last two games, as they tend to play not to lose instead of just push until the final buzzer sounds. SPORTS: Hidilyn off to Phuket for Olympic qualifiers

OLYMPIC champion Hidilyn Diaz is gearing up with the rest of the Philippine weightlifting team for the International Weightlifting Federation (IWF) World Cup tournament in Phuket, Thailand. The tournament will serve as the final qualifying event in weightlifting for the upcoming Paris Olympics later this year. Diaz on Wednesday showed a social media story of herself and her team that includes husband-coach Julius Naranjo at Terminal 3 of the Ninoy Aquino International Airport. Based on the IWF's Paris 2024 Olympic Qualification Rankings for the women's 59-kilogram division as of March 4, Diaz is in 8th position, after her participation at last year's IWF World Championships in Riyadh, Saudi Arabia, and lifted a total of 224 kg.

A total of 38,072 units left showrooms last month, the Chamber of Automotive Manufacturers of the Philippines Inc. (Campi) and the Truck Manufacturers Association said in a joint report, up 23.2 percent from the 30,905 units sold a year earlier.

The growth rose from 15.5 percent in January, when sales totaled 34,060 and prompted Campi President Rommel Gutierrez to say "we hope to keep this momentum and achieve a strong first quarter finish, which will set the outlook for 2024."

He attributed February's gain to early marketing initiatives and enhanced inventory management, adding that steady interest rates were sustaining customer confidence.

Year to date, vehicle sales rose to 72,132 units from 60,404 — a 19.4-percent increase.

Sales hit a record 429,807 units last year and automakers are hopeful of hitting 500,000 in 2024, helped by the staging of the 9th Philippine International Motor Show later this year.

Commercial vehicles continued to account for the bulk of sales with 28,434 sold in February, 19.9 percent up from a year earlier. Passenger cars accounted for the remaining 9,638 and grew by a larger 34.1 percent.

The two-month tally rose by an annual 18.2 percent to 54,048 for commercial vehicles while passenger car sales were 23.1 percent higher at 18,084.

Toyota Motor Philippines Corp. continues to lead the market, having sold 33,070 units as of end-February for 45.85-percent market share.

It was followed by Mitsubishi Motors Philippines Corp., which tallied 13,271 or 18.4 percent of the market.

Ford Motor Co. Philippines Inc. was third (5,178 or 7.2 percent) and rounding out the top five were Nissan Philippines Inc. (5,148, 7.1 percent) and Suzuki Philippines Inc. (2,950, 4.1 percent).

"[O]ur outlook is for the Philippines to do relatively well compared to the region, but kind of a little bit under where growth has been in the recent few years," S&P Global Ratings senior economist Vincent Conti said in a briefing on Wednesday.

The debt watcher kept its Philippine growth forecasts at 5.9 percent for this year and 6.2 percent for 2025 — both below the targeted 6.5-7.5 percent and 6.5-8.0 percent, respectively — and 6.5 percent for 2026.

The targets are expected to have been revised last week following an economic managers' meeting, with Finance Secretary Ralph Recto saying that 6.0-6.5 percent would be a better range for 2025.

Officials have said that the results of the Development Budget Coordination Committee meeting will be released after the Holy Week break.

Conti, in the briefing, said, "last year's high inflation is likely to still weigh on consumption this year, as last year's prices would have eaten into disposable income and savings..."

"It will take some time for the consumers to recover from that impact on income and savings and also for confidence to come back," he added.

Inflation breached the Bangko Sentral ng Pilipinas (BSP) 2.0- to 4.0-percent target in 2023, averaging 6.0 percent. It started 2024 on a positive note, settling well within target at 2.8 percent in February but rising to 3.4 percent in February.

Inflation is expected to accelerate further this month and the BSP has warned that it could again top 4.0 percent in the second quarter due to the impact of El Niño on food prices.

March inflation data will be released by the Philippine Statistics Authority (PSA) on Friday next week.

Conti said that S&P still expected consumer price growth to settle within target this year at 3.4 percent, further declining to 3.2 percent in 2025.

Interest rate hikes imposed to temper inflation, meanwhile, will continue tempering investments, which he said "is also going to be weighed by the aforementioned slower consumption."

The BSP's benchmark rate currently stands at 6.5 percent, the highest since 2007, after 450 basis points of rate hikes beginning in May 2022.

An easing is likely before the end of the year due to slowing inflation, but Conti said that the central bank would wait until consumer price growth settled firmly within target.

S&P expects cuts totaling 75 basis points this year, starting in the second half.

"That's very reflective of our house view as well on what the Fed (Federal Reserve) will do," Conti said, noting that the BSP is unlikely to move before the US central bank does.

"But the most important of those will be the fact that inflation has only very recently come back down into the BSP's target range ... so there's a bit of time for the BSP to wait, and in that sense, wait for the Fed as well," Conti added.

"That's also quite a positive for the FX (foreign exchange) story in the Philippines and indeed, Philippine FX [rate] is one of the most stable in the region this year."

The fall raised speculation that authorities would step into markets to support the currency after officials warned in recent days against speculation.

The yen dropped to 151.97 to the dollar — the lowest since 1990 — before strengthening slightly.

Earlier in the day, Bank of Japan board member Naoki Tamura said officials would not embark on a speedy program of monetary tightening as they try to nurture an economic recovery while keeping a lid on inflation.

"The handling of monetary policy is extremely important from here on for slow but steady progress in normalization to fold back the extraordinarily large-scale monetary easing," he said, according to Bloomberg News.

Finance Minister Shunichi Suzuki said the government was watching the situation closely.

"We're monitoring market movements with a high sense of urgency. We will take resolute action against excessive moves, without ruling out any options," he told reporters.

The weaker yen helped spur a rally in the Nikkei as exporters benefited, making the index the region's best performer.

"Given recent history, a breach of 152 could instigate intervention," National Australia Bank's Rodrigo Catril said.

"The break of [the] previous high has accelerated the move."

Other markets were mixed ahead of key US data releases this week, including the Federal Reserve's (Fed) preferred gauge of inflation and the looming corporate earnings season.

Hong Kong, Shanghai, Seoul, Jakarta and Wellington were down, while Sydney, Singapore, Taipei, Mumbai, Bangkok and Manila rose.

London and Paris fell at the open while Frankfurt was higher.

The tepid performance followed another soft day on Wall Street with observers warning the latest equities rally may have run out of steam as traders assess the outlook for Fed rates.

While the US central bank last week indicated it would cut borrowing costs three times this year, some investors fear that recent indicators and comments from decision-makers have put that in doubt.

Figures released Tuesday on February's durable goods sales suggested the world's top economy remained healthy and consumer confidence had picked up, though less so about the future.

Jobless claims and economic growth readings are due over the next few days before the crucial personal consumption expenditures index on Friday.

While that is expected to show a slight pickup from January, analysts said that would not likely spook markets too much, though a big miss to the upside could cause concern.

Next month sees the start of earnings releases, which could have a major impact on sentiment, as the recent rally across markets has been partly based on expectations for future profits.

Muted confidence in the world's biggest economy poses a challenge for President Joe Biden's administration as it seeks to highlight recent US economic strength ahead of a likely rematch in November against former Republican president Donald Trump.

Consumer confidence slipped to 104.7, down slightly from a revised 104.8 in February, the Conference Board said in a statement.

The March data came in below market expectations, according to Briefing.com, marking the second month in a row that this has occurred.

February's numbers also marked the second consecutive month that data has been revised lower.

"Consumers' assessment of the present situation improved in March, but they also became more pessimistic about the future," Conference Board chief economist Dana Peterson said in a statement.

"Consumers remained concerned with elevated price levels," he continued, adding that recession fears continued to trend lower.

"Meanwhile, consumers expressed more concern about the US political environment compared to prior months," he said.

Consumer confidence actually rose for people ages 55 and older, but deteriorated for those below this age.

All income groups reported greater confidence except those earning between $50,000 and $99,999, Peterson said.

A tanker carrying 800,000 liters of oil sank off the coast of Oriental Mindoro in February. The resulting spill affected ecosystems and agricultural industries in the province and in neighboring Palawan, Antique and Batangas.

Minor "human-induced" or "technological" disasters, meanwhile — comprising armed conflicts, fires and similar events, accounted for the remaining P4.36 billion, of which 98.7 percent or P4.31 billion comprised infrastructure damage.

Natural disasters still caused significantly more damage last year, the PSA said. At P24.49 billion, this was 17.5 percent lower than the P29.68 billion recorded in 2023.

"Minor natural incidents" accounted for P1.24 billion, up 33.4 percent, of which P630 million comprised damage to infrastructure. Agriculture followed at P530 million.

The data was taken from the PSA's Compendium of Philippine Environment Statistics, which is a compilation of environment and related socioeconomic information from various government agencies.

The PSA said that Component 4 of the compendium, on extreme events and disasters, "compiles statistics on the occurrence of extreme events and disasters, and their impacts on human well-being and the infrastructure of the human subsystem."

Pulse Asia President Ronald Holmes said those opposing the moves to change the 1987 Constitution increased between March 2023 and March 2024, with a 43 percent increase in opposition nationwide and ranging from 31 percent to 58 percent per area.

He added that support for the proposals to amend the Constitution had eased in the Philippines with a 33 percent decline from March last year.

A majority of respondents opposed allowing foreigners to exploit natural resources (86 percent) and to own residential and industrial lands (81 percent).

Some 78 percent said they opposed the removal of the limits on stocks in Philippine corporations that foreign individuals and corporations could own, while 74 percent said they wanted a shift from a bicameral to a unicameral system of government.

About 71 percent of respondents opposed shifting the political system from presidential to parliamentary, changing the present unitary system of government to a federal one, limiting the prohibition of foreign ownership on communications, and allowing foreigners to own equity in mass media and advertising.

Only 7 percent of respondents nationwide said that they were given the people's initiative petition to amend the 1987 Constitution, of which 76 percent said that they did not sign the petition and 24 percent said that they signed.

Of those who signed the petition, however, 55 percent said they were not given an incentive after signing it, while 45 percent said they received an incentive.

Reacting to the survey, ACT-Teachers Rep. France Castro said the survey results proved that nearly all Filipinos did not want Charter change and that the government should focus on other "pressing problems."

Kabataan Party-list Rep. Raoul Manuel, on the other hand, said the earlier survey by Tangere noted that 52 percent of respondents were in favor of Charter change.

"This proves that not all surveys are created equal. The methodology used by a survey that used a mobile app to gather its responses from respondents is questionable," Manuel said.

The Pulse Asia survey had 1,200 respondents with a margin of error of plus or minus 2.8 percent.

Prices of new housing units grew by 6.5 percent, down from 12.9 percent three months earlier and actually contracted 3.6 percent quarter on quarter, the BSP said in a statement.

Appraised values averaged P89,042 per square meter, 19.1 percent more than a year earlier. It was P134,178 in the National Capital Region (NCR) and P65,186 in areas outside the metropolis.

Overall prices rose by 4.3 percent in the NCR while for the rest of the country these grew by a much higher 7.8 percent. Quarter on quarter, however, prices fell by 9.4 percent and 1.2 percent, respectively.

By housing type, single-detached/attached house prices grew by 9.5 percent year on year, followed by townhouses (4.9 percent) and condominium units (4.1 percent). Duplex housing units, meanwhile, saw prices plunge by 33.5 percent.

The results again reversed on a quarterly basis, with townhouses the only positive performer with 4.5-percent growth. Duplexes plunged by 42 percent while condominium units and single-detached houses fell by 8.6 percent and 3.3 percent, respectively.

Housing loans, meanwhile, surged by 30.5 percent. Growth was 38.5 percent in the NCR and 26 percent outside Metro Manila.

Quarter on quarter, loans picked up to 26.9 percent from 18.0 percent three months earlier.

IRRI Regional Breeding Lead for Southeast Asia Mary Jean Du said that they are now testing four breeding pipelines for this new rice variety. Testing for the new rice variety started in 2022 and Du added that they will be selecting which breeding technique to nominate to the National Cooperative Test.

"It will take two more years [and] maybe a new variety will be released," Du told reporters on Monday, adding that the new variety may come out by next year or in 2026.

This new variety of rice is expected to endure higher temperatures and could survive for up to two to three weeks without water. Additionally, it is projected to lower the expenses for planting and mitigate losses for rice farmers.

The IRRI has been testing the new rice variety by identifying which technique can yield more. These four breeding pipelines include direct seeded with irrigation, transplanted with irrigation, direct seeded under rainfed and transplanted under rainfed.

The selected and most promising rice breeding technique will then move to the next stage of development and will be distributed to farmers.

Du emphasized that the direct seeding breeding process would help farmers in cutting costs, comparing it with conventional farming or transplanting, which typically amounts to P60,000 to P70,000 per hectare.

"Because with transplanting, they will need to hire many people, unlike if they go with direct seeded, they can use machines for that," she said, adding that the Philippine Center for Postharvest Development and Mechanization has started distributing seeders.

To speed up the breeding in IRRI, Du said that they are expecting for a new facility to be finished within the month and may start operations in April. This new facility can help shorten the breeding cycle to two to four years in comparison to the conventional way that takes 10 to 12 years.

In an order released on March 26, 2024, the ERC said it resolved to allow First Gas Power Corp. (FGPC) and FGP Corp. (FGP) to use LNG as an alternative fuel supply to run their plants, namely the Sta. Rita and San Lorenzo gas plants, respectively. FGPC and FGP are companies under First Gen.

The ERC clarified, however, that the usage will only be in cases when there is a "fuel supply force majeure" event.

The agency said the ruling stems from Meralco's application seeking the commission's approval to pass on to consumers the recovery and payment of costs related to LNG utilization.

These are: LNG costs during "test and commissioning"; costs during commercial operations; and Malampaya natural gas costs under its new gas sale and purchase agreement (GSPA).

According to the ERC, Meralco claimed that FGPC and FGP are allowed to use other sources of gas other than from the Malampaya field, provided that the same is under competitive price and supply terms.

In light of this, the agency found that the subject PPAs do allow for the supply from other sources of gas in cases of a fuel supply force majeure event.

Force majeure is a clause that is included in contracts to remove liability for unforeseeable and unavoidable catastrophes that interrupt the expected course of events and prevent participants from fulfilling their obligations. These clauses generally cover natural disasters, armed conflict, and similar events.

With this in mind, the ERC ruled that the shortage of Malampaya natural gas, the primary fuel used to run the Sta. Rita and San Lorenzo gas plants, qualifies under the terms defined as a force majeure type of event.

For its part, Meralco said it is thankful to the ERC for approving the use of another source of fuel that will ensure reliable power supply, especially in the summer months.

"We welcome the decision of the ERC allowing the use of liquefied natural gas as an alternative fuel during fuel supply force majeure events for the gas-fired power plants contracted with Meralco," Meralco Vice President and Head of Corporate Communications Joe Zaldarriaga said.

"This directive will help Meralco ensure affordable, reliable and continuous electricity supply within our franchise area, especially during the dry season when demand surges," he added.

The ERC clarified, however, that while the pass-through to customers and Meralco's payment to FGPC and FGP of the costs of LNG during commercial operations is allowed, recovery shall be based only on the landed cost that will be subject to verification. Landed cost is the total price of a product or shipment once it has arrived at a buyer.

The agency added that any other cost of LNG, such as the additional fixed costs resulting from the storage, testing and commissioning of LNG facilities, is not contemplated under the PPAs and will require proper approval in a separate application.

"The Commission will continue to impress upon distribution utilities (DUs) their obligation to diligently comply with their least cost obligation, particularly in passing on fuel costs to consumers," ERC Chairman and Chief Executive Officer Monalisa Dimalanta said.

"We have consistently ruled that if recovery of certain costs has no basis under the PPAs or power supply agreements, these cannot be passed on to end-users. DUs remain as regulated entities, and there are basic regulatory frameworks that must be observed in all their dealings," she added.

The DFA on Wednesday said the Filipino seafarers were repatriated in batches, including the final group of six who arrived in Manila last week.

The last batch arrived in the Philippines last March 20. "The manning agency only told our embassy in Tehran now due to Iranian holiday last week," the DFA said on Wednesday.

The DFA said Iran released the 18 Filipinos after the manning agency "got replacements from other countries."

"The Philippine government thanked the authorities of Iran for their understanding in this matter and appreciates the work of the manning agency, which made this possible," the DFA said.

The DFA in February said the Iranian government would release the Filipino crew members being held aboard the seized oil tanker once their replacements arrive to man the ship.

Filipino seafarers comprise 25 percent of those employed in the global maritime industry, with almost half a million serving on cargo and cruise ships.

Iran seized the Marshall Islands-flagged vessel off the Gulf of Oman in the middle of January 2024 while it was in transit between the Iraqi port of Basra and Turkey.

Foreign Affairs Secretary Enrique Manalo, meanwhile, said the Philippines is working to secure the release of 17 other Filipinos being held aboard Galaxy Leader by suspected Houthi rebels.

He said the Philippines continues to work with its "friends and partners" to bring the 17 Filipino seafarers home.

"We assure their families that all is being done so that the seafarers will finally be able to return home," Manalo wrote on X on Wednesday.

In December 2023, the European Union, the North Atlantic Treaty Organization (NATO), and their allies pressed for the release of 25 seafarers, including 17 Filipinos, being held by Houthi rebels since November 19.

Reports from Associated Press cited Yemen's Houthi rebels as saying that they hijacked the vessel over its connection to Israel and that "all ships belonging to the Israeli enemy or that deal with it will become legitimate targets.

The hijacking took place in the Red Sea and the adjoining Gulf of Aden — a crucial shipping route connecting Europe with the Middle East and Asia.

In an order dated March 26, 2024, the ERC directed the Philippine Electricity Market Corp. (PEMC) and the Independent Electricity Market Operator of the Philippines Inc. (Iemop) to suspend the implementation of Section 8 on the Billing and Settlement of the Price Determination Methodology (PDM) of the co-optimized energy and reserve market in the Wholesale Electricity Spot Market.

According to the ERC, the reason for the temporary suspension is that the PEMC and Iemop have yet to submit the results of the software audit used for the running of the co-optimized market, together with reports of increased electricity prices in March.

"We were initially encouraged by the fact that the Reserve Market was able to unveil reserve capacities that, for one reason or another, did not contract with or participate in the Ancillary Services Competitive Selection Process conducted by the National Grid Corp. of the Philippines," said ERC Chairman and Chief Executive Officer Monalisa Dimalanta.

In August 2023, the ERC granted an Interim Relief for the implementation of the then proposed PDM as it highlighted the need to assess the outcome of the then-ongoing Trial Operations Program for the Reserve Market.

"The problem now that I told coach [Jeffrey Cariaso] is that the team is young, so the tendency was playing not to lose once you had that big lead. The game plans were perfect. Like in NLEX, we shut down [Robert] Bolick. In Terrafirma, we shut down Juami [Tiongson]; we led by 18-20 points. And in the NLEX game, Bolick made two three-point shots that killed us. And in Terrafirma, Juami made a three-point shot in the last seconds, and we were down one."

For Sy, the team's lack of maturity was the reason Blackwater entered the break with a 3-2 slate, tied with the Dyip at the sixth spot of the 12-team league.

The 66-year-old billionaire, whose team started the conference with three straight victories, stressed the importance of finishing strong.

"The team is young, and they need more maturity. And I told that to coach, and he realized it. I can see that when they have a big lead, they're playing not to lose. Once you play not to lose, that will be a killer to the team. We have to continue pushing, not playing not to lose. That's what we need to correct."

Cariaso, an eight-time PBA champion as a player and four-time as an assistant coach in the B-Meg/ San Mig Coffee/Magnolia franchise, couldn't agree more.

"When we say we're supposed to be 5-0, we're saying that should be the case, but the reality is that we're 3-2. And what we're saying is that because we had big leads in both games, we had opportunities to win that game. It's just that the fight [in the end was lacking], what we talked about every day, stepping on the gas, keep pushing, don't be complacent," Cariaso said.

The 4-time Mythical Team member, who was with Sy during the Prime Times interview, added: "You have to play 48 minutes, so what happened the last two games is that we're not playing the way we're supposed to. We were supposed to play the whole 48 minutes, [but sometimes we stopped] at 46 or as early as 30 plus minutes. We have to finish strong."

JFC, through wholly owned unit Jollibee Worldwide Pte. Ltd., on Wednesday inked agreements to acquire a 10-percent stake in Botrista to support the latter's global market expansion activities.

"Botrista is a game changer for the beverage industry," JFC Chairman Tony Tan Caktiong said in a statement.

"We are excited to invest in a company that creates excellent and innovative products, enabling food service operators to deliver a world-class customer experience and providing a substantial runway for sustained profitable growth," he added.

With a strong cash flow from operations, JFC would fund the deal using its current surplus cash as it reaffirms a commitment to investing in new and existing stores, commissaries and technology.

Botrista currently owns over 100 patents worldwide for its proprietary dispense technology that offers automated solutions for serving cold specialty coffee and tea-based beverages.

"[T]his partnership will help us continue investing in our technology to scale more quickly and further improve our innovative capabilities," said Sean Hsu, Botrista founder and chief executive officer.

"We look forward to creating more opportunities both for Botrista and JFC to accelerate growth and deliver exceptional value to our customers," he added.

Earlier this year, the Jollibee Group forayed into the specialty coffee business with the opening of Singapore's Common Man Coffee Roasters' first store at Ayala Triangle Gardens in Makati.

JFC was said to have operated 6,887 stores worldwide as of end-January 2024, 3,332 of which were located in the Philippines. Its portfolio also consists of 18 brands, including Jollibee, CBTL, Highlands Coffee, Chowking and Mang Inasal.

The fast-food chain operator has allocated a capital expenditure budget of up to P23 billion this year and plans to open 700 to 750 owned and franchised outlets, increasing its store network by 7 to 8 percent.

On Wednesday, Jollibee's share price fell by P1.40 to close at P252.60 apiece as the benchmark Philippine Stock Exchange index edged 0.08 percent lower.

Philippine financial markets will be closed on Thursday and Friday as the country marks Holy Week.

The central bank greenlit the amendment in the bank's article of incorporation (AoI) in November while the SEC approval was secured last week, PBB told the stock exchange on Wednesday.

Under the amended AoI, the bank's capital stock will expand from P10 billion to P15 billion, divided into 1.37 billion common shares and 130 million preferred shares, with a par value of P10 apiece.

"The increase in authorized capital stock is in preparation for the continuing expansion of the bank's core deposit-and-lending business. An expanded capital base will allow the bank to grow its risk assets and provide financing to its clients," it said.

The regulatory agencies had also authorized a change in the bank's preferred shares feature from perpetual to convertible that would give participating shareholders the option to convert their holdings to common shares.

"Converting the preferred shares to common shares will lower the bank's financing costs," PBB explained. "The conversion provides for the reclassification from additional tier 1 (ATI) to core equity tier 1 (CET 1) capital."

The bank disclosed last week that its net income amounted to P1.83 billion last year, although further details were not immediately made available.

In the first nine months of last year, PBB saw earnings climb by 23.6 percent to P1.1 billion, from P926.6 million, following an 18-percent year-on-year increase in net interest income to P4.7 billion.

Despite macroeconomic and geopolitical challenges, the bank said it was keen on strengthening its core business and supporting the continued recovery of the country's economy while managing its risk assets.

PBB shares improved by 10 centavos, or 1.14 percent, to close at P8.90 each on Wednesday.

Based on the IWF's Paris 2024 Olympic Qualification Rankings (OQR) for the women's 59-kilogram (kg) division as of March 4, Diaz is in 8th position, after her participation at last year's IWF World Championships in Riyadh, Saudi Arabia, and lifted a total of 224 kg. China's Luo Shifang currently tops this list.

"And we are off to our final Olympic qualifier in Phuket," Naranjo posted on his Instagram page on Wednesday. "It has been an extraordinary journey for us, and TeamHD is excited to represent the country."

Fellow Olympian Elreen Ando is expected to join Diaz in Phuket, as well as Rosegie Ramos in the women's 49 kg, Vanessa Sarno and Kristel Macrohon in the women's 71 kg, and John Febuar Ceniza in the men's 61 kg.

Based on the IWF's OQR, Ceniza is ranked 6th (men's 61 kg), Ramos is 9th (women's 49 kg) and Sarno is 5th (women's 71 kg).

According to the IWF, the OQR includes one athlete per Olympic bodyweight category per National Olympic Committee with the highest totals in kilograms achieved in any qualification event.

Ando and Macrohon did not appear on the Olympic qualification ranking list, but Ando is ranked 8th on the IWF's World Ranking list in the women's 59 kg. Both lifters, along with Lovely Inan (women's 49 kg), appear on the long list, which meet the "event participation criteria" of the qualification system.

The IWF World Cup in Phuket will run from March 31 to April 11.

Canberra said the pattern of "deeply concerning behavior" by China in the SCS "endangers the peace and security of the region, threatens lives and livelihoods, and creates risks of miscalculation and escalation."

Australia's Department of Foreign Affairs and Trade (DFAT) echoed the Philippines' serious concern about the dangerous actions of Chinese ships against Filipinos conducting resupply missions in the SCS on March 5 and March 23.

"In both incidents, China's vessels used water cannons and dangerous blocking maneuvers, resulting in injuries to crew and damage to Philippines resupply vessels," the DFAT said in a statement shared by Australian Ambassador to Manila Hae Kyong Yu.

Australia stressed the importance of all states being able to exercise their rights and freedoms, including freedom of navigation, under international law, particularly the United Nations Convention on the Law of the Sea.

"Australia calls for restraint, peace and stability in the South China Sea and reiterates that the 2016 South China Sea Arbitral Award is final and legally binding on the parties," the DFAT said.

Yu on Saturday wrote on the social media platform X that Unclos "is the basis for peace and stability in the South China Sea."

"We share the Philippines' serious concerns about dangerous conduct by China's vessels adjacent to Second Thomas Shoal. This is part of a pattern of deeply concerning behavior," Yu said.

Traveling from Manila to the province, the air was filled with the chanting of "pabasa" singers, a Catholic practice where groups of individuals took turns in chanting verses about the life and death of Jesus Christ. Until early 2000, this practice was still present. Malls and establishments were closed in observance of the Holy Week.

But times have changed. The pabasa is scant in the country, if not totally gone. Malls and other business establishments are open during this Holy Week. In fact, in my count, 35 major malls are open either on Maundy Thursday only or including Good Friday. Resorts all over the country are filled with local tourists. As early as Monday of the Holy Week, Boracay was reported to be nearly 100 percent full.

Indeed, over the years, the practices and observances during Holy Week in the Philippines have undergone significant changes, reflecting evolving societal norms, technological advancements, and economic factors. These changes have not only influenced the way Filipinos celebrate this religious period but also have a notable impact on various sectors, including business.

Historically, Holy Week in the Philippines was marked by solemn religious activities such as processions, passion plays, and intense periods of fasting and prayer. This period was characterized by a collective sense of reverence and introspection among the Filipino populace. However, in recent decades, there has been a noticeable shift in how Holy Week is practiced and observed across the country.

One of the most notable changes is the increased participation of Filipinos in leisure and recreational activities during Holy Week. With the rise of disposable incomes and the growth of domestic tourism, many Filipinos now take advantage of the long holiday break to travel to various tourist destinations within the country. Popular destinations such as beaches, resorts, and nature spots experience a surge in visitors during this time, leading to a significant boost in tourism-related businesses.

Moreover, Holy Week has become synonymous with the "Semana Santa" or summer vacation period in the Philippines. Families often take this opportunity to bond and engage in recreational activities such as outings, picnics, and shopping trips. Malls and retail establishments capitalize on this increased foot traffic by offering special promotions, discounts, and holiday sales, contributing to a bustling economic activity during Holy Week.

The advent of technology and social media has also revolutionized the way Holy Week is experienced and shared in the Philippines. In the past, observing Lenten traditions meant physically attending church services, joining processions, and participating in community rituals.

However, in contemporary times, digital platforms allow Filipinos to engage in virtual religious activities such as online masses, live-streamed processions, and interactive prayer groups. This digital transformation has made religious practices more accessible to individuals, especially to those who are unable to attend physical gatherings due to various constraints.

Furthermore, social media platforms have become avenues for Filipinos to display and share their Holy Week experiences with a wider audience. From posting about traditional Visita Iglesia (church visits) to sharing photos of family gatherings and holiday escapades, social media has become intertwined with the fabric of Holy Week observances in the Philippines. Businesses leverage social media marketing strategies to promote their products and services during this festive period, tapping into the heightened online activity and engagement among users.

The changing dynamics of Holy Week practices in the Philippines have ripple effects across various sectors of the economy, including transportation, hospitality, retail and entertainment. For instance, the increased travel during Holy Week leads to higher demand for transportation services such as flights, buses and ferries, prompting operators to offer expanded schedules and promotional fares to accommodate the surge in passengers.

Hotels and resorts also experience peak bookings during Holy Week as families and tourists seek accommodations for their holiday getaways. This spike in tourism-related activities generates revenue not only for hospitality establishments but also for ancillary services such as restaurants, tour operators, and souvenir shops.

In urban areas, shopping malls and commercial centers witness a flurry of consumer spending during Holy Week, driven by both residents enjoying leisure activities and tourists exploring the city's attractions. Retailers strategically launch marketing campaigns tied to Holy Week themes, capitalizing on the festive mood and heightened consumer sentiment during the holiday period.

Moreover, the entertainment industry in the Philippines capitalizes on Holy Week by producing and broadcasting religious-themed programs, concerts, and theatrical performances. These cultural offerings cater to diverse audience preferences, ranging from traditional religious narratives to contemporary interpretations of Lenten themes.

In the end, the evolving practices and observances during Holy Week in the Philippines reflect the evolving practice of religious traditions together with modern socio-economic influences. While Filipinos continue to cherish and uphold the spiritual significance of this solemn period, societal changes such as increased leisure activities, digital engagement, and economic opportunities have reshaped the landscape of Holy Week observances. Businesses across various sectors adapt to these shifts by implementing innovative strategies to cater to the evolving needs and preferences of consumers during this festive and reflective season. Holy Week in the Philippines thus serves as a dynamic intersection of faith, culture, and commerce, highlighting the evolving Filipino traditions in a rapidly changing world.

The Gawad Taga-Ilog is a search for the most improved estero (waterway) in Metro Manila, and SM has been a consistent supporter of this local government-led project in the past 4 years.

The Gawad Taga-Ilog program recognizes the significant efforts of local governments, particularly barangay (villages), in keeping Metro Manila's waterways clean and trash-free.

The theme, "Transforming communities through the Gawad Taga-Ilog," emphasizes sustainability, a cornerstone of SM's philosophy. It focuses on three core concepts: economic growth, environmental enhancement and social inclusion.

This aligns with SM's environmental initiatives, which include the Adopt-A-River/Estero Program, a partnership with the DENR and local governments of Pasay and Parañaque.

It focuses on improving water quality, cleaning up solid waste and implementing sustainable solutions for the Pasay and Parañaque rivers.

As part of a 5-year memorandum of agreement, SM works to decongest the river of garbage, improve water flow, and foster community participation through cleanup initiatives, engineering solutions and educational materials.

"On the morning of March 27, President Xi Jinping met with representatives from the US business community... at [Beijing's] Great Hall of the People," state broadcaster CCTV said.

"Before the meeting began, Xi Jinping took a group photograph with them," it said.

State media did not name who was at the meeting, which it said was also attended by representatives of academia.

The Wall Street Journal, citing sources, reported last week that a meeting between Xi and the presidents of US business lobby groups was in the works.

The meeting also comes a few days after the China Development Forum in Beijing, which was attended by Apple Chief Executive Officer (CEO) Tim Cook and other top executives.

"I think China's really opening up, and I'm so happy to be here," the CEO of the tech giant told a reporter from CGTN, according to a video posted on one of the state-run broadcaster's social media accounts.

Chinese officials have struggled for months to kick-start economic growth as they battle a range of headwinds, including a prolonged property-sector crisis, soaring youth unemployment and a global slowdown that is hammering demand for Chinese goods.

Lower growth target

Gross domestic product growth rates in China have been trending downwards for years, and Beijing this month set an annual target of "around 5 percent" ― significantly lower than the breakneck expansion rates that powered the country's meteoric rise to prosperity.

The crucial China-US economic relationship has also suffered as the two powers clash on flash point issues from technology and trade to human rights as well as over the self-ruled island of Taiwan and the South China Sea.

US firms in China have increasingly complained about what they see as an unfair business environment, with limited protection for intellectual property and preferential treatment afforded to domestic competitors.

Those fears were compounded last year by a broad crackdown on US consulting firms operating in China.

Commerce Secretary Gina Raimondo warned in August that business in China could become "too risky" for US firms without changes to the regulatory environment.

China has rebuffed those fears, touting its openness to foreign investment and promising to do more to help them.

Last November, Xi spoke to US business leaders following a summit with President Joe Biden in San Francisco, promising to "build more bridges and pave more roads for people-to-people interactions."

The start of the Easter Triduum also marks the end of the 40-day Lent, which begins on Ash Wednesday. The 40-day Lent represents the time Jesus Christ spent enduring the temptation of Satan and preparing to start his ministry.

It is also on the evening of Holy Thursday, also known as Maundy Thursday, that practicing Catholics do the traditional "Visita Iglesia," the practice of visiting various churches and praying the station of the cross to atone for their sins.

"Maundy Thursday is the beginning of the Easter Triduum, which culminates in the evening of Saturday for the celebration of the Paschal Vigil leading to the Resurrection of Jesus," Fr. Jerome Secillano, executive secretary of the Catholic Bishops' Conference of the Philippines, said on Wednesday.

The paschal vigil, also called the Easter vigil, is the first official celebration of the Resurrection.

Secillano said the word "maundy" comes from the Latin word "mandatum," which means commandment, and was taken from Jesus' words in the Gospel of St. John 13:34.

He said the event associated with the words is the washing of the disciples' feet, where Jesus showed humility and reiterated his call for the disciples to be of service to the people.

The Easter Triduum memorializes the suffering, death, burial, and resurrection of Jesus Christ.

The Triduum begins with the evening Mass of the Lord's Supper on Maundy Thursday, which continues until Good Friday. It is followed by the celebration of the Passion of the Lord on Holy Saturday.

It reaches its high point in the Paschal or Easter Vigil and concludes with the evening prayer on Easter Sunday, the celebration of Christ's resurrection from the dead.

The Holy Thursday washing of the feet symbolizes the Lord's action the night before he died in a display of humility and love.

Heeding the call of His Holiness Pope Francis to become a more listening and compassionate church, Manila Archbishop Jose F. Cardinal Advincula will wash the feet of 12 persons from different sectors of society who need attention and concern.

The washing of the feet will be done at the Manila Cathedral at 5 p.m.

Despite scoring only three points in the finals, Justin kept his drive in the dying minutes of the clock.

"My mindset is just go straight to the net since I can't pass it anymore, our opponent was really tight in their defense, and I got it. Maybe it was luck, but thank God we won the championship," he told the press.

"In the first half, I always wanted to attack and lead the offense but I [was] not scoring any baskets, so what I did was pass the ball."

Before the game started, his older brother had only one reminder to him and did not put any pressure on his shoulders.

"Since we are early here at the venue, my brother and I talked, and he reminded me to not lose my confidence."

With his seven-time PBA champion brother around in his championship game, Justin revealed that he also felt a little bit of pressure.

"I was pressured, other PBA players were also there. But I just trusted myself, and I trusted God."

"This win is a confidence booster since the NCAA is nearing already, and I am playing with Perps (University of Perpetual Help System Dalta)."

Scottie made a time of his life during his collegiate years in NCAA as he was hailed as Most Improved Player, three-time Mythical Five awardee and Most Valuable Player in 2014.

The Perpetual Altas also retired his No. 6 jersey.

Students, faculty, staff and alumni joined festivities and events to honor the institution's legacy and achievements.

The weeklong celebration, themed "CMU@30: Creating a Legacy of Quality Education and Excellent Service," kicked off with a Thanksgiving Mass officiated by Fr. Jerome Ponce on March 12 at the university grounds.

One of the celebration's highlights was the Intramurals and Parade, organized by the Sports Development Office. From March 11 to 14, students showcased their athletic skills and sportsmanship through volleyball, basketball, badminton, chess, esports and Larong Pinoy. The festivities culminated with the crowning of Mr. and Ms. Intramurals 2024, an event that added an extra layer of excitement to the campus atmosphere.

CMU pulsated with creativity and talent as students also participated in various contests organized by the University Library, including poster-making, slogan-making and essay writing. These activities provided a platform for students to showcase their artistic and intellectual prowess.

The spirit of entrepreneurship was alive and thriving during the CMU Trade Fair, spearheaded by the College of Business and Accountancy (CBA). From March 11 to 22, CBA students, student organizations and outside businesses displayed and sold various products.

CMU organized an outreach program at Ninoy Aquino Elementary School on March 18, keeping its commitment to community engagement and service. Volunteers from the university distributed personal hygiene kits to kindergarten students, embodying the values of compassion and generosity that CMU stands for.

Fostering workplace wellness was also a priority during University Week, with the Human Resource Management Office organizing seminars and activities to promote employees' well-being.

From a wellness seminar titled "Refresh and Rejuvenate: A Personal Wellness Day" to a lively Zumba session for personnel, CMU demonstrated its dedication to creating a supportive and healthy work environment.

The finale was the Students' Night Masquerade Party on March 22. Organized by the University Students Council, the affair brought together students from all departments for an evening of music, dance and celebration dashed with the unmistakable spirit of CMU.

CMU was established as Malabon Community College in 1993, initially offering Bachelor of Science in Education, Bachelor of Elementary Education and two-year secretarial courses when it began operating in 1994. It was renamed the City of Malabon University through Ordinance 2003, approved by the City Council of Malabon on June 3, 2003.

The College of Arts and Sciences, the College of Engineering and Technology, and the College of Criminology were opened recently in addition to Graduate Studies and Applied Research and doctoral courses.

"Operated by the local government, residents of Malabon can study for free at CMU. It is our desire that the youth are well-prepared for their future. If the youth is the hope of the nation, then it's education that gives hope to the youth," Mayor Jeannie Sandoval, who also chairs the Board of Regents, told The Manila Times in an exclusive interview after the press presentation of Ginoo at Binibining Malabon 2024 candidates at Fisher Mall on March 21.

"With its unwavering commitment to academic excellence, community engagement, and holistic development, CMU continues to inspire and empower generations of students to reach for their dreams and make a positive impact in the world," she added, having seen the development of the institution as she also served as vice mayor from 2013 to 2019.

Although not a part of the University Week but an activity of the City Tourism and Cultural Affairs Office (CTCAO) headed by Catherine Larracas, the presentation of the 21 male and 21 female from each of the city's 21 barangay, who are mainly students from Grade 12 to fourth-year college and a handful of college graduates, is one of the highlights of Malabon's 24th cityhood anniversary on April 21 and the 425th Tambobong Festival to culminate on May 21, 2024.

"The [2nd] Ginoo at Binibining Malabon allows the 42 candidates not just to show their beauty and talents, but also to actively lead and participate in different local government initiatives that help in the improvement of lives of the residents, become good examples for the youth, embody the value of a true Malabueño, and help boost and preserve the culture of our city," Sandoval said.

UNILAB Foundation (ULF) launched the Unilab Center for Health Policy (UCHP), a venue for stakeholders to examine health policy issues.

"UCHP is intended to provide a platform for policy makers, the private sector, implementors and other concerned stakeholders — at the national and local levels — to discuss, distill and dissect health policy issues," Unilab Foundation President Clinton Campos Hess said.

With a fragmented healthcare landscape, the Philippines grapples with obstacles that hinder the upliftment of marginalized Filipinos. Out-of-pocket expenses, uneven distribution of human resources, and limited access are among the persistent challenges that the newly established UCHP aims to tackle.

Recognizing the monumental task of achieving universal health care, UCHP emphasizes a collective responsibility shared by the government and private sectors.

"UCHP does not presume that it can help solve all the issues at hand. It is a modest attempt to bring together like-minded individuals and institutions desirous of nourishing our nation's health care system. It is premised on government and the private sector working together," Hess explained.

"UCHP seeks to spawn ideas anchored on research and grounded on experience. Such an approach will help forge the appropriate interventions to the exigent health concerns of access, equity, quality, service delivery, UHC implementation, and the interphase of health with technology." he added.

UCHP has an Advisory Council, which will aid in crafting policy agendas and in ensuring the meticulous oversight of project implementation. It is chaired by former Department of Health (DOH) Secretary Dr. Enrique Ona and includes Philippine Medical Association President Dr. Maria Minerva Calimag, former University of the Philippines School of Economics Dean Dr. Orville Jose Solon, former DOH Undersecretary Dr. Leopoldo Vega, and Ateneo De Manila School of Medicine and Public Health Founding Associate Dean Dr. Maria Eufemia Yap.

UCHP has identified four priority areas that will become the focus of its initial policy recommendations.

The first one revolves around the direction of the National Health Accounts from 1991 to 2022, wherein the UCHP embarks on a sonorous analysis of the data, offering a time-series impact analysis of the reforms. An ongoing project, the initial report will be presented in May 2024.

UCHP has also started the ball rolling on its study on the governance of provider payment mechanisms. As complex as the transition to a "performance-driven, prospective system" is as mandated by the UHC law, the UCHP proposes to examine global best practices to craft a governance framework tailored to the Philippines. The initial report, also slated for May 2024, aims to enhance the credibility, transparency, and accountability of provider payments.

The third priority area is the initiative to develop a manual of operations in implementing the Philippine Health Insurance Corporations's (PhilHealth) Outpatient Benefit Package called Konsulta. The manual aims to fill the gaps in Konsulta's expansion, covering accreditation, organizational aspects, membership, benefits availment, financial management, reporting, and monitoring. The first draft of the manual is expected to be finished at end of May 2024. This is particularly important as the Department of Health (DOH) and PhilHealth continue to expand the benefits being covered by Konsulta. The manual will be of particular use to health care providers, LGUs and covered members.

Lastly, UCHP aims to create a framework for a referral system in the over 6,000 geographically isolated and disadvantaged areas (GIDA) in the Philippines, where access to health services is a persistent challenge. The UCHP's fourth project aims to come up with models for residents of a GIDA access to a continuum of care on a sustainable basis. By assessing both the demand and supply sides, the UCHP endeavors to develop a comprehensive framework that considers inputs, processes, and minimum standards. With a draft manual due by May 2024, the study aspires to be a blueprint for improving healthcare accessibility in marginalized areas.

The event focused on the green processing or production of products and plastic packaging to protect the blue bodies of water from becoming dumpsites of waste plastic packaging materials.

The event kicked off with a ribbon-cutting ceremony, unveiling of the i-TechClinic logo and opening of technology exhibits.

Graced by DoST-ITDI key officials, the event was led by Annabelle Briones, director; Christine Marie Montesa, deputy director for Research and Development; and Janet Quizon, deputy director for Administrative and Technical Services and chief of the Finance and Management Division as well as IAC members.

For Eala, this was her first ITF tournament after her rise in the Women's Tennis Association rankings, where she still ranks at 171st as of Wednesday.

The game was also the 18-year-old Filipina's first since narrowly avoiding a possible injury at the Miami Open qualifiers in the United States earlier this month.

It was during the Miami Open qualifiers that she upset former world No. 5 Sara Errani of Italy (6-3, 6-1) before her near injury. She also defeated the Italian back in January in the doubles tournament in Canberra International in Australia along with Brazilian partner Laura Pigossi, dominating over Errani and Mexican partner Renata Zarazúa in three sets (5-7, 6-0, 10-6).

As of press time, Eala is set to face off against Germany's Mona Barthel in the Round of 16 on Wednesday, after the latter upset fourth-seeded American Sascha Vickery in her Round of 32 match in two sets, 7-5, 6-4.

The measure sailed through on a 399-10 vote in the legislature's lower chamber, although it must still be approved by the Senate before it is endorsed by the king and then published in the Royal Gazette.

After the result, one representative brought a rainbow flag — a long-recognized symbol of the LGBTQ community — into the chamber.

"Today, society has proved to us that they care about LGBT rights," Tunyawaj Kamolwongwat, a lawmaker with the progressive Move Forward Party, which has pushed for LGBTQ rights, told Agence France-Presse (AFP). "[Now, finally,] we will have the same rights as others."

Across Asia, only Taiwan and Nepal recognize same-sex marriage, with India's highest court deferring the decision to its parliament in October.

And while the kingdom enjoys a welcoming reputation for the international LGBTQ community, Thai activists have struggled for decades against conservative attitudes and values.

The proposal will change references to "men," "women," "husbands" and "wives" in the marriage law to gender-neutral terms.

It also means LGBTQ couples will be able to enjoy inheritance and adoption rights in the kingdom for the first time.

"It's a huge step for our country — it is the first in Southeast Asia," Mookdapa Yangyuenpradorn, a spokesman with the activist group Fortify Rights, told AFP.

Mookdapa expressed hope that the later stages of the bill would progress smoothly, so that her country "will be on par with the international level in terms of LGBT rights."

The vote follows a decision by Prime Minister Srettha Thavisin's Cabinet last year that gave the go-ahead for the parliament debate.

The premier has been vocal in his support for the LGBTQ community, making the policy a signature issue and telling reporters last year that the change would strengthen family structures.

While Thailand has a reputation for tolerance, much of the Buddhist-majority country remains conservative, and the LGBTQ community, while highly visible, still faces barriers and discrimination.

Activists have been pushing for same-sex marriage rights for more than a decade, but in a kingdom where politics is regularly upended by coups and mass street protests, the advocacy did not get far.

In 2022, Thai lawmakers gave initial approval to two bills that would allow same-sex marriages and two others that would permit civil partnerships.

But the legislation was dropped when parliament was dissolved to pave the way for a general election held last year.

In an interview with The Manila Times, Lacsina shared she will recharge and recalibrate this league's break to be prepared for their upcoming games.

"Oh yes, it's a 'D' (Deanna) day. Vacation, rest from volleyball, freshen up, and I will return and fight again," Lacsina said while looking and waiting for Wong's cue.

"Our plans this week ... we will just be together, most of the time I will just be with Deanna."

Lacsina made her best performance in this conference after chiming in 20 markers in a loss to Chery Tiggo, 25-23, 23-25, 16-25, 20-25, last Tuesday, March 26.

The NXLED's prized acquisition shared that she has mixed feelings about their game result.

"Well, 50-50. I am happy because I applied what coach taught me, but also I am sad since we did not win. It's like it's not enough."

For coach Taka Minowa, he wants the team to have a "volleyball break" this Holy Week.

"I just tell them to go somewhere, to refresh, because they already have pressure from social media. I told them to not [watch] volleyball, it is good timing since UAAP does not have games either," he said.

The Japanese coach has a different approach to how his squad will have their break.

"No watching of volleyball until Saturday," Minowa said while smiling.

After this break, NXLED will face the winless Strong Group Athletics on Thursday, April 4, at the PhilSports Arena at 6 p.m.

Critics of Mayor Baste assailed his move after seven drug suspects were killed in separate police operations in the city, under the "leave or die" warning of the younger Duterte to drug dealers and users.

In a statement on Wednesday, Bayan Muna chairman and former lawmaker Neri Colmenares said the revival of the drug war has created a "dangerous environment for the people, resulting in more killings and human rights violations."

"As long as the death squads are not dismantled, extrajudicial killings will continue. The worst part is that local officials employ this 'drug war' for popularity and gimmick purposes when they know it did not solve the drug problem under Duterte as drugs are still prevalent after six years of EJK," Colmenares said.

He added that the former president was a "dismal failure" in his drug war, which is why he questions why his son is following in the footsteps of a "loser."

"We need to make those responsible for these atrocities accountable and not as a source of inspiration," Colmenares added.

Moreover, he said that if the elder Duterte were to be arrested, convicted and imprisoned by the International Criminal Court, "it may deter officials employing death squads from continuing their brutal practices."

He suggested the local government dismantle the drug syndicates and the supply side of the drug problem while arresting government officials who serve as "drug syndicate protectors."

"Again, we demand an end to the revival of the bloody and anti-poor drug war, and we call for the dismantling of death squads, emphasizing the need for a comprehensive and rights-based approach to addressing drug-related issues in Davao City as well as the whole country," Colmenares said.

Human Rights Watch, on the other hand, expressed "deep concern" about Baste Duterte's declaration, as it could worsen the "already dire" human rights situation in the city.

It called on the administration of President Ferdinand Marcos Jr. to rescind the previous administration's anti-drug policies and for the police to "stand down."

Kabataan Party-list Executive Vice President Renee Louise Co, meanwhile, said the current drug war is a "war against poor individuals in Davao and nationwide while not penalizing the large drug lords or resolving the economic crisis that pushed many youths to use illegal drugs."

Beijing has poured billions of dollars into Pakistan in recent years, but Chinese-funded projects have sparked resentment and their citizens have frequently come under attack.

"Five Chinese and their local driver were killed in the attack," Muhammad Ali Gandapur, a senior provincial police official, told AFP.

He said the vehicle was traveling between the Dasu hydroelectric dam site, under construction by China Gezhouba Group Co., and the capital Islamabad.

Zahid Khan, a senior local police official, told AFP that "a suicide bomber crashed his vehicle into theirs."

"The vehicle caught fire and plunged down the ravine," he said.

Tuesday's attack comes days after security forces killed at least seven militants as they attempted to storm the offices of Gwadar Port in southwestern Pakistan, considered a cornerstone of Chinese investment.

Militants also killed one soldier as they attempted to storm a major naval air base in the country's southwest, Pakistan's military said on Tuesday.

The latest attack also comes two years after a bomb struck a bus carrying engineers to the Dasu site, killing 13 people, including nine Chinese workers.

"Strategic projects and sensitive sites vital for Pakistan's economic progress and the well-being of its people are being targeted as a conscious effort to retard our progress and slow discord between Pakistan and its strategic allies and partners, most notably China," the army said.

The Chinese embassy in Islamabad described the bombing as a "terrorist act" in a statement reported by Beijing's state media.

"The Chinese embassy and consulates in Pakistan strongly condemn this terrorist act, and express deep condolences for the victims of both countries and extend sincere sympathies to the families of the victims," the embassy said.

Beijing's Foreign Ministry urged Pakistan to "thoroughly investigate the incident as soon as possible, hunt down the perpetrators and bring them to justice."

"We ask Pakistan to take effective measures to ensure the safety and security of Chinese nationals, projects and institutions in Pakistan," a spokesman said.

'Plotted to disrupt'

Beijing is Islamabad's closest regional ally, readily providing financial assistance to bail out its often-struggling neighbor.

"China and Pakistan are all-weather strategic cooperative partners and iron-clad friends," Beijing's Foreign Ministry said. "Any attempt to undermine China-Pakistan cooperation will never succeed."

The China-Pakistan Economic Corridor (CPEC) has seen tens of billions of dollars funneled into massive transport, energy and infrastructure projects — all part of Beijing's transnational "Belt and Road" scheme.

Pakistani Prime Minister Shehbaz Sharif, as well as his interior and foreign chiefs, arrived at China's embassy in Islamabad within hours of the bombing.

"Once again, the adversaries of the [CPEC] have plotted to disrupt it through such cowardly acts," Sharif said in a statement. "However, they will never succeed in their malevolent ambitions."

Separatist groups say locals see little benefit from major Chinese projects, with most jobs going to outsiders.

The security of Chinese workers has long been of concern to both countries.

"The Chinese workers were already scared and feared that another attack was coming," said Azeem Khalid, a Chinese investment expert at Comsats University Islamabad. "With every such incident, the speed of the project will be slower."

In a statement, David said: "The Filipino people need real leaders, not traitors. The deafening silence of Vice President Duterte speaks volumes about her priorities. It's time for VP Sara to show some courage and defend our sovereignty rather than seeking refuge in a traitorous silence."

The incident prompted the Department of Foreign Affairs to summon the charge d'affaires of the Chinese Embassy "to convey the Philippines' strong protest against the aggressive actions undertaken by the China Coast Guard and Chinese Maritime Militia against the rotation and resupply mission undertaken by the Philippines."

The Lakers still found a way to win. D'Angelo Russell had 29 points, 12 assists and seven rebounds. Rui Hachimura added 16 points and 14 rebounds.

The exhaustion of both teams was apparent as nobody scored in the first three minutes of the second overtime. The Lakers briefly trailed by two in the second OT, but pulled ahead for good on Reaves' last-minute three-pointer.

The Lakers never led until Spencer Dinwiddie sank a tiebreaking three-pointer with 2:19 left in the first overtime. Dinwiddie had shot 0 for 5 from the floor before making that basket. From there, the game went back and forth.

Milwaukee tied the score at 111-all on a Beasley three-pointer, but the Lakers regained the lead on a Hachimura basket. Lillard was fouled by Reaves while attempting a three-pointer with 41.3 seconds left and hit all three free throws to put Milwaukee back ahead.

Then Reaves was fouled by Lillard and hit two free throws as the Lakers regained the lead. Milwaukee pulled back ahead on Lillard's corner three-pointer with 13.6 seconds remaining, but Russell drew a foul and hit both free throws to tie with 3.1 seconds left.

Davis blocked Lillard on a driving layup attempt to force a second overtime.

Milwaukee seemed firmly in control for most of the night. After a Lillard jumper with 8:25 left gave the Bucks a 94-75 advantage — matching their largest lead of the game — the Lakers outscored the Bucks, 26-7, the rest of the fourth quarter to force overtime.

Taurean Prince drew a foul with 43.9 seconds remaining and made both free throws to tie the game.

Both teams had a chance to win it at the end of the fourth quarter but couldn't convert.

"Even though I am different from those around me, I always have felt a sense of belonging and 'home' in the Philippines," said Christopher Helwig, a TCK attending Faith Academy, an international school in Manila. He is a senior who has studied in this country for 11 years after moving from the United States.

Donna Lee, a Korean junior in her 12th year at the same school, echoes this sentiment.

"[If] you're American and you go to Korea, there's a high chance you will feel left out because there's not a lot of foreigners. However, in the Philippines, there are a lot of foreigners, and I think that it has made it a lot easier for me, as well as a lot of people, to fit in, find their friend groups, be exposed to other cultures but also have their [own] culture prevalent," she said.

To put it simply, TCKs have grown up in a culture different from their parents. They are often the children of educators, business people, foreign service officers and missionaries.

"The Philippines offers an extremely welcoming environment for foreigners, and because of the strong use of the English language, it is a very accessible location for [many] students," Helwig explained.

Expanding TCK population

International School Consultancy predicts that by 2026, compared to the 4.53 million that existed in 2016 across more than 8,257 international schools, there will be at least 10 million K to 12 students taught in English worldwide. The TCK population is expanding, and so is education offered in multicultural settings.

Lee said that in addition to English, teachers at Faith Academy speak Chinese, Korean and Tagalog, among others, creating a space where high schoolers struggling to adjust can seek advice or comfort more easily than in places with great homogeneity.

The classroom is a learning environment where TCKs mature to better understand themselves and those around them. Even non-TCKs and non-traditional TCKs are influenced to reflect on the impact of their multicultural education on them.

"People from different nationalities are able to express themselves in ways they couldn't if they lived in a place surrounded by people who are only [a part of] their culture," stated Mara Santos, fellow student council member of Helwig and Lee.

"Growing up in a place where there are an amazing amount of people with different backgrounds helps me to view everyone [in an] unbiased [way]," she shared.

"I think my adaptability stems directly from my being a TCK. I am used to things changing around me; when things do not go as planned or when things are different from what I expect when it comes to student leadership, I think I'm quite flexible," Helwig responded when asked about the qualities he has gained from being a TCK.

Helwig said other TCK strengths are inclusivity and mindfulness.

Since both her parents are fully Filipino, Santos is hesitant to label herself a TCK, but she does identify with the TCK experience and the all-too-common TCK struggle of having a hard time feeling familiar in one's home country.

Students such as herself, raised in a blend of customs and languages, may encounter difficulty relating to Filipino culture and speaking the vernacular.

"Being a TCK broadens your viewpoint but also leaves you in the dark with a lot of things you could be knowing, and if you were to hang out with somebody who isn't a TCK, the cultural difference stands out," Lee admitted the downside of her TCK childhood.

As a nation comprising 7,641 islands, the Philippines is home to various cultures that are distinct geographically and ethnically. Although one Filipino may differ remarkably from another depending on location, language, religion, class and heritage, the people as a whole are known to share the same spirit of hospitality.

This is one reason foreigners of all backgrounds can enjoy a sense of belonging here. It is in the country's tradition to welcome guests, and acknowledging this custom is increasingly relevant at a time when international travel is becoming more and more accessible.

With how globalized the world is today, TCKs are on the rise everywhere.

Recognizing this, it is crucial to address ways this fast-paced world can nurture global leaders from TCKs and foster the rich multicultural communities they help create.

The topic of third culture kids also brings to question how the Philippines can work to embrace its rich culture, give a better sense of itself, and celebrate the diversity that already exists within itself, fighting against colonial mentality and the declining fluency in Tagalog.

"As a student leader, I think it's our responsibility to help those who need adjusting," Lee explained, hoping everyone could sense for themselves that "I'm not a stranger here, I'm not an alien," no matter where they are.

Fourth-seeded Elena Rybakina, the highest seeded player left in the tournament, held off a strong challenge from eighth-seed Maria Sakkari of Greece before emerging with a 7-5, 6-7 (4/7), 6-4 win.

The 34-year-old Azarenka, who won in Miami in 2009, 2011 and 2016, had to deal not only with the spirited display from the Moscow-born Kazakh player, but also a long disruption to the match due to a technical problem.

The match was stopped for 45 minutes in the fourth game of the first set due to a power outage which impacted the umpire's communications and the hawkeye system.

Azarenka had to save three set points on Putintseva's serve at 5-4 in the first set, then missed out on two set points of her own at 6-5 before the tiebreak.

Putintseva dominated the second set but Azarenka found the strength to get ahead in the third but still her opponent refused to relent, fighting off match point before breaking.

But Azarenka held on her next serve to secure passage to the last four and keep alive her hope of a fourth Miami title.

"Yulia played great, she's in such great form, and I really had to dig deep. I felt like my legs were kind of giving in a little bit, and I lost a little bit of self-belief because she was playing so well and moving me around everywhere," said Azarenka.

"But I'm happy that I was able to regroup, reset and really take my chances, come out and play aggressive and face the challenge," she said.

Azarenka said the win showed that there can be no doubt about her desire to compete at the highest level.

"I'm motivated to compete and go after my dreams. I've been playing on tour for 20 years, and I still feel like I am improving, that's priceless for me, and I want to keep going," she added.

Belarusian Azarenka will face Rybakina for a place in the final.

Rybakina, at 24, is the youngest player left in the tournament, and she needed all her energy to survive a two-hour and 48-minute tussle with Sakkari.

Rybakina led 6-5 in the first set, and the match looked poised for a tiebreak but Sakkari's service game deserted her at the crucial moment, and she was broken with a fine down the line winner from the Kazakh, last year's beaten finalist in Miami.

Sakkari opened up a 4-2 lead in an error-strewn second set but allowed Rybakina to win the next three games and had to save two match points.

The Greek ran out the winner in the tie-break but Rybakina, who looked to have an ankle problem, was able to finally break at 3-3 converting on her third break point.

Sakkari's determination saw her save four match points when 5-3 down as she held but this time Rybakina was able to close out the contest on her serve.

The stock, trading under the "DJT" ticker, which are the initials of the former president and current presidential candidate, rose almost 60 percent at its peak earlier Tuesday and was halted at one point because of volatility.

"I LOVE TRUTH SOCIAL, I LOVE THE TRUTH!" Trump posted on the social media network.

Trump launched Truth Social after he was kicked off mainstream platforms following the January 6 attack on the US Capitol by a mob of Trump supporters.

Trump has nearly 80 million shares of the venture, worth more than $5 billion at current pricing.

The listing comes as Trump faces a huge bond payment after a New York court ruled that he, his sons and their family business lied for years about the value of his assets.

On Monday, a New York appeals court cut the $454-million bond payment that had been due that day to $175 million and gave him 10 extra days to pay.

The nearly half billion originally owed had raised the possibility that New York authorities would move to seize Trump assets. Trump said on Monday that he would post the $175 million "within the 10 days."

Three years after seizing power in a coup, the junta is now facing an "existential threat," a United Nations expert has said, with casualties and defections taking a toll.

Wednesday saw a show of defiance as the military rolled out troops and hardware for the Armed Forces Day parade, which commemorated the start of resistance to Japanese occupation during World War 2.

Unlike in years past, the parade was held in the evening because of hot weather, a junta spokesman said.

Security in Naypyitaw, the junta's remote, purpose-built capital, was tight, with few cars on the roads in the run-up to the event.

On Tuesday night, Min Aung Hlaing attended in the capital a gala dinner with a number of visiting Russian officers.

Moscow has remained a close ally, providing arms and diplomatic support to the junta.

The Feb. 1, 2021 coup against the elected government of 1991 Nobel Peace laureate Aung San Suu Kyi unleashed turmoil that has left thousands dead and shattered Myanmar's economy.

At last year's parade, Min Aung Hlaing vowed "decisive action" against the junta's opponents, but over the past six months, the generals' grip on power has looked shakier than ever.

Dozens of anti-junta "People's Defense Forces" (PDFs) have enlisted tens of thousands of young recruits to battle the army across the country.

And last October, an alliance of ethnic minority fighters launched a surprise offensive in northern Shan state, capturing territory and taking control of lucrative trade routes to China.

State of emergency

Tom Andrews, the UN's special rapporteur on the human rights situation in Myanmar, said last week that battlefield losses and problems with recruitment were posing "an existential threat for the Myanmar military."

The situation has driven the junta to enforce a military service law, allowing it to call up all men ages 18 to 35 and women ages 18 to 27 to render two years of service.

The announcement last month prompted thousands of potential recruits to try to flee the country, with Thailand's embassy in the former capital Yangon deluged with visa applicants.

The military justified its coup with unsubstantiated claims of electoral fraud during the 2020 polls won by Suu Kyi's National League for Democracy party.

It has repeatedly pledged to hold new elections while also extending a state of emergency that prevents them from taking place.

More than 4,500 people have been killed in the military's crackdown on dissent since the coup and over 26,000 arrested, a local monitoring group said.

Since 2014, Filipino scientists have been collaborating with UK scientists through the scientific partnership between the two countries.

The work of Tolentino and her co-investigators examining where rivers flow and how they change landscapes is supported by the Newton Agham Fund's "Understanding the Impacts of Hydrometeorological Hazards in Southeast Asia Program."

By understanding the geomorphological processes behind river systems, their work provides evidence-based solutions for more effective flood risk assessment and planning.

In 2016, Tapang was a Leaders in Innovation Fellow, a program that trains and mentors scientists in bringing their inventions to the market.

Last year, he spearheaded the commercialization of the Versatile Instrumentation System for Science Education and Research (Visser), a portable learning device that allows students to conduct 120 experiments in chemistry, biology, environmental science and physics.

At the end of the year, the company distributed 43 Visser units and generated P3.4 million in total revenue.

"Every project should have collaboration and inclusion at its core to have impacts that last way beyond its lifetime," Tolentino said in UK's Science Snapshot.

"I honestly believe that more than the outputs such as methods and data developed from the project, it is truly the conversations where the common goal of providing a better future for everyone that will drive the changes," she added.

To express interest in continuing the partnership, the UK and the Philippines held the first Joint Committee Meeting (JCM) at The Manila Peninsula in Makati City on February 22.

JCM would now be held every two years to bolster cooperation between the UK and the Philippines.

Authorities are investigating after the over-the-counter tablets were recalled by Japanese drugmaker Kobayashi Pharmaceutical following kidney complaints from customers.

The company has recalled three supplement brands — "beni koji choleste help" and two other products — which contain an ingredient called red yeast rice, or "beni koji."

Medical studies describe red yeast rice as an alternative to statins for lowering high cholesterol, but also warn of a risk of organ damage, depending on its chemical makeup.

"The total number of suspected deaths [is now] two," while "106 cases of potentially linked hospitalization also came to light," top government spokesman Yoshimasa Hayashi told reporters.

Kobayashi sells a wide range of health products marketed through television advertisements in Japan and has cautioned that it has not reached a conclusion on a causal link between the health problems and its products.

It has also supplied red yeast rice to about 50 other firms in Japan and two in Taiwan, the Osaka-based company says.

Kobayashi told Agence France-Presse (AFP) that it was aware of two deaths possibly related to the supplements it voluntarily recalled last Friday, but declined to comment further.

Dozens of Japanese firms that used the beni koji provided by Kobayashi have also separately announced recalls.

The affected products include various health tablets, as well as a rose-colored sparkling sake, salad dressing, bread and miso paste used in many traditional dishes.

'Deepest apologies'

Health Minister Keizo Takemi said on Tuesday that the government had told Kobayashi to "promptly provide information" on the situation.

The Health Ministry has also "instructed local authorities nationwide to collect information on health damage," he added, offering sympathies to those affected.

Earlier, the drugmaker said the first person reported dead had regularly purchased one of the recalled products over the course of nearly three years.

It offered its "deepest apologies" and said the link was being investigated.

An analysis found a possibility that the products contained "ingredients we had not intended to include," the company said this week.

But the analysis did not find any citrinin produced by red yeast rice, which is toxic and can damage the kidneys.

Red yeast rice is "made by fermenting steamed rice with food fungus, and is often used to lower high cholesterol as an alternative to statin medication," said a paper published in the British Medical Journal in 2019.

Concerns have been raised in the past over red yeast rice products that contain high levels of a compound called monacolin K, which has the same structure as medically approved cholesterol drugs.

"Red yeast rice products that contain significant amounts of monacolin K can have the same potential side effects as statin drugs, including muscle, kidney and liver damage," the US National Center for Complementary and Integrative Health says on its website.

Cynthia Villar with the prestigious Human Rights Award for her outstanding efforts in eradicating poverty and promoting environmental well-being.

Villar received the award on Tuesday, March 26.

She was acknowledged for the promotion of Sustainable Development Goal 1 (Poverty Eradication) and SDG Goal 16 (Biodiversity).

The veteran lawmaker heads the Senate Committees on Agriculture, Food and Agrarian Reform and the Environment and Natural Resources.

In her acceptance speech, Villar thanked the UNAP Board of Trustees for recognizing her efforts in poverty eradication and biodiversity.

"Let me tell you about my journey toward achieving these SDG goals: With my husband Manny, we established in 1992 the Villar Foundation, which is a nonstock, nonprofit organization to create sustainable livelihood, protect the environment and help OFWs. Its various programs for OFWs include the yearly OFW & Family Summit; environment protection, including the establishment of the Las Piñas- Parañaque Wetland Park; free agricultural training in four farm schools in Las Piñas Bacoor for NCR, Southern Luzon and Bicol, San Jose del Monte City in Bulacan, for Central and Northern Luzon and the Cordilleras; San Miguel, Iloilo for the Visayas and Davao City for Mindanao and the establishment of livelihood projects in over 3,000 locations nationwide," she said.

In 2002, she said their foundation started the Sagip-Ilog Program to save the Las Piñas and Zapote Rivers from environmental degradation.

"We adopted a holistic approach, starting with educating people about proper waste management. The riverbanks underwent re-greening activities and tree planting to prevent future soil erosion. We created green social enterprises ... Women made arts and crafts from the water lily harvested, coconut and pit from waste coconut husks, composts were produced from kitchen and garden wastes and were given for free to garden enthusiasts and farmers, plastic chairs from plastic waste were given free to the public, and farm schools," Villar said.

She received the coveted UN Water for Life Award in Zaragosa, Spain, during a special ceremony on World Water Day in 2011.

In August 2013, the Villar Foundation Awards for Poverty Reduction was launched to give recognition to the exemplary achievements of community enterprises in helping local economic development and improvement of lives.

In 2017, the Villar Foundation Youth Awards was launched to recognize youth organizations by giving young people more space for participation, influence and power.

Regarding efforts to help preserve and maintain a healthy environment and biodiversity, Villar said that in 2018, together with the Manila Bay Site Coordinating Management Office and other organizations, the DENR NCR awarded her the title of "Kampeon ng Katubigan" for leading the protection of the Las Piñas Zapote River and the Las Piñas Parañaque Wetland Park.

In 2022, for promoting a clean and healthy environment and waterways, she was honored by the DENR-National Capital Region with the "Gawad Taga-Ilog 2.0" for their Most Improved Estero in Metro Manila during the celebration of World Water Day.

In the same year, the Villar Foundation won an international award for the World's Best Environmental Projects.

"I was presented with the 'Certificate of Honor' for the Energy Globe, the world award for environmental sustainability for Villar Foundation's Las Piñas Kitchen Waste Composting Project by the government of Austria," the senator said.

Dr. Angeles Tan Alora, a University of Santo Tomas (UST) alumna and former dean of the Faculty of Medicine and Surgery (FMS), made the remark in her lecture "Enhancing Ethical Behavior: Lessons from the Covid-19 Pandemic," delivered during her conferment as Doña Victoria Ty Tan Professorial Chair.

In her lecture, she shared insights and observations from the pandemic experience that she hoped would help health care professionals to take actions that lead to "ethical comfort in doing as much good as one can, and achieve what Pope Francis tells us: 'Be joyful, help without hesitation, and persevere' to become better persons."

Tan Alora said the urgency of the pandemic "catapulted preprint servers and predatory journals without peer review that lead to a reproducibility crisis."

An ethical person, however, must summon the courage to do the ordinary tasks in extraordinary manners despite adversity and unpleasant consequences, she said.

Dr. Tan Alora taught at the UST Faculty of Medicine and Surgery for 44 years and served as the head of the Department of Medical Education. She was conferred the professorial chair in a solemn investiture held at the Dr. George SK Ty Hall of the Bl. Buenaventura García Paredes, O.P. Building, on Nov. 14, 2023.

The academic chair is named after Doña Victoria Ty Tan, mother of Dr. George S.K. Ty, founder of Metrobank.

UST FMS Dean Ma. Lourdes Maglinao said the conferment of the professorial chair to a foremost specialist in bioethics and infectious diseases like Dr. Tan Alora "honors excellence in the field of medical education, celebrates the profound impact of knowledge and mentorship, and explores the insights gained from navigating ethical challenges in these unprecedented times."

"May this occasion inspire continued dedication and provide lessons to shape a more ethical and resilient future," Maglinao added.

Metrobank Foundation Executive Vice President Philip Francisco Dy congratulated Tan Alora on the conferment of the professorial chair, which "supports UST in its endeavor to develop programs in medical education and contributes to the global competitiveness of our country's medical practitioners."

Besides her affiliation with UST, Tan Alora is a fellow of the Philippine College of Physicians and the Philippine Society for Microbiology and Infectious Diseases, the latter of which she served as the first woman president.

She also taught at the University of the Philippines Manila and was director of the National Teacher Training Center for the Health Professions for five years.

Tan Alora is the third recipient of the Doña Victoria Ty Tan Professorial Chair, which started in 2019. She joins the ranks of medical doctors Sandra Navarra and Fidela Moreno.

Upon conferment to 10 medical educators and researchers, UST and the Metrobank Foundation will publish a book containing the collated lectures and research works.
