Cebu tax collector dismissed

The Office of the Deputy Ombudsman for the Visayas has ordered the dismissal from service of a revenue collection officer in Mandaue City, Cebu who was found guilty of serious dishonesty and grave misconduct.

Glenn Ouano of the Office of the City Treasurer in Mandaue City had “repeatedly and deliberately” delayed from two to four months the remittance of collections from office transactions in October 2011 to November 2012.

According to Deputy Ombudsman Paul Elmer Clemente, “the lack of action on his (Ouano’s) part is a telltale sign that he had used the money he collected.”

“(R)espondent, as local revenue collection officer, has direct custody and control of accountable forms and money…his intent to commit material gain, graft and corruption is demonstrated from the unreasonable delays in remitting his cash collections,” Clemente added.
