    After his jampacked concert Tuesday night at the SM Mall of Asia Arena in Pasay City, Hollywood singer Chris Brown was issued a Look Out Bulletin (LBO) on Wednesday by the Department of Justice (DOJ), preventing him to leave the Philippines.

    Ordered by Justice Secretary Leila de Lima, the LBO was based on his cancelled New Year’s Eve concert on December 31, 2014 at the Philippine Arena in Bocaue, Bulacan.

    Brown, along with producer John Michael Pio Roda of Pinnacle Live Concepts Limited, refused to return the substantial amount of money the Maligaya Development Corp. paid in advance for his cancelled concert.

    Maligaya Development operates the Philippine Arena, which is owned by the Iglesia ni Cristo. It filed a criminal complaint for estafa against Brown and Pio Roda.

    Maligaya chief operating officer Glicerio Santos 4th said in his complaint filed at the Department of Justice that much to their “dismay and humiliation, Brown failed to appear despite his and principal’s prior representations and actuations.”

    The Department of Justice on July 21, 2015, issued a “very urgent” memorandum to Immigration Commissioner Siegfred Mison for issuance of a Watchlist Order which regarded “as a request for the issuance of a Look-Out Bulletin for Pio Roda and Brown (Christopher Maurice “Chris” Brown) who are possible respondents in a criminal complaint for deceitful misrepresentations and swindling.”

    DOJ sources said Brown can only leave if he secures a clearance from de Lima.

    As of this writing, Brown’s plane, a Gulfstream with registry number N277GM, was still parked at the General Aviation Area of the Ninoy Aquino International Airport.
