ILOILO CITY: The Commission on Audit (COA) has issued a notice of disallowance to the Iloilo City government for the payment of an incentive bonus given to employees.
The COA has disallowed the Productivity Enhancement Incentive (PEI) amounting P32.860 million for calendar year 2014 at P20,000 each to regular employees.
In the notice of disallowance No. 15-017-100-(15) dated September 1 was sent by the Office of the Auditor to Mayor Jed Patrick Mabilog and a copy furnished to City Accountant Ma. Michelle Lopez.
City Councilor Eduardo Penaredondo, City Council Committee on Appropriations chairman, said the city will file a motion for reconsideration. He added that officials and employees can easily pay the disallowed PEI back from their funds when file for retirement or upon resignation of the employee.
The COA notice showed that on December 9, 2014, the city council passed Ordinance 2014-015 and 2-14-016 appropriating P30.8 million and P2.06 million for the PEI allotted to city officials and employees.
The grant of PEI in excess of the authorized amount of P5,000 personnel was contrary to Section 1.a of Executive Order No. 80 dated July 20, 2012 which states that “the PEI, in the amount of P5,000, shall continually be granted across the-board, in accordance with the guidelines to be issued by DBM (Department of Budget and Management).”
The COA has named a total of 16 city government officials as liable for the transaction which include Mabilog, City Administrator Norlito Bautista, Vice Mayor Jose Espinosa 3rd, City Councilors Lyndon Acap, Joshua Alim, Lady Julie Grave Baronda, RLeone Gerochi, Jason Gonzales, the late Carlos Guarin, Plaridel Nava, Armand Parcon, Eduardo Penaredondo, Liezl Joy Z. Salazar, Jose Efrain Trenas 3rd, and Nielex Tupas and payee Noel Lee.
