Comelec bars transfer of voters’ records


THE Commission on Elections (Comelec) has disallowed the transfer of voters’ registration records in the coming barangay {village) and Sangguniang Kabataan (SK) elections to ensure a level playing field among candidates.

Commission on Elections (Comelec) Chairman Juan Andres Bautista on Tuesday said the practice was allowed in past elections but the Comelec en banc has decided to stop it for the October 31 twin polls.

“It has come to our attention that the registration is being used by some candidates to their advantage to pack the voters’ list in the barangay where they will run with relatives and friends,” Bautista added.

“So for purposes of fair and level playing field, we deemed it prudent to stop the practice,” he said.

Comelec Resolution 10148 states that “no applications for transfer of registration records from other district/city/municipality, and transfer of registration records within the same city/municipality, shall be entertained.”

Bautista said the barangay elections must be an apolitical or non-partisan exercise as provided for in Article VI, Section 38 of the Omnibus Election Code of the Philippines.

    Hello po,ask ko lng po taga taguig po ako pero asawa ko taga pasig gusto ko mg palipat kasi need po ng scol sa pasig ung registration,allowed pa po ba this month of August?.. thanks

    Hi maam goodevning po kailan po ba ang registration dito sa makati city transfer po ako galing po ako sa zamboanga city kailangan ko po mag transfer kc gusto ko kunin yung yellow card manganganak na kc ako ngayon august po thank you.

    Bumoto ng national election dahil sa province kame nakaregister pero manila talaga kame nakatira, most family/kapatid ng mama talag province kaya ginawang bonding day ang election pero dahil taga manila kame gusto ko ng lumipat ng residence of registration para may benefit naman kame sa baragay sa manila bakit disallowed. katulad nito pupunta naman kame province para iboto mga hinde namen kakilala sana payagan jme makapagtransfer.     What if there is a compelling need to transfer the records of a voter by virtue of his/her transfer of residence ? If the transfer is significantly far from the original residence the voter will just be disenfranchised because it wd be impractical and costly for the voter to travel to the original town/city/barangay just to vote. Isn’t this a much worse arrangement ?
