THE Commission on Elections (Comelec) has disallowed the transfer of voters’ registration records in the coming barangay {village) and Sangguniang Kabataan (SK) elections to ensure a level playing field among candidates.
Commission on Elections (Comelec) Chairman Juan Andres Bautista on Tuesday said the practice was allowed in past elections but the Comelec en banc has decided to stop it for the October 31 twin polls.
