THE Commission on Elections (Comelec) en banc on Wednesday issued Resolution No.10129 declaring a failure of elections in 52 clustered precincts involving a total of 17,657 voters, in several municipalities and barangays in the provinces of Cebu, Sarangani, Marinduque, Antique, Northern Samar, Western Samar, Lanao del Sur and Sulu.
Comelec spokesman James Jimenez said the poll body came out with the resolution after the National Operational Support Center (NOSC) received verified reports that no elections were held in these areas for various reasons ranging from lack of ballots.
Failure of elections were declared in all 26 barangays in Binidayan, Lanao del Sur for security concerns, ranging from attempts to transfer three voting centers without authorization from the Comelec to harassment and intimidation of the board of election inspectors (BEIs).
Other areas where failure of elections was declared because of security concerns were Lope de Vega, Northern Samar; Matuguina and Magpapacao in Western Samar; Pata, Sulu; Panglima Estino, Sulu; and Tamparan, Lanao del Sur.
According to the Comelec, the BEIs will manually count the ballots in areas where elections were previously conducted and electronically transmitted.
In areas where no elections were held due to security concerns, the Comelec declared a failure of elections.
