The fact that members of the Philippine Congress could steal with impunity massive amounts of taxpayers money says a lot about accountability in the Philippine government. The reason why corruption is rampant in public service is the fact that NO ONE ever gets jailed or even expelled out of office for financial malfeasance. As long as this continues on, the systemic failure in accountability will always have the same result: massive corruption! And unless Filipinos themselves demand a change, the status quo will remain. Knowing that corruption itself is a way of life in the Philippines, I have no faith that there will be major changes and clean up in the Philippine government. Thus, the Philippines will remain in the list of “Failed States.” (Foreign Policy Magazine, Aug.2013 issue).
