• Court junks raps vs ex-MIAA general manager over delay


    The Sandiganbayan’s Second Division has dismissed the charges of breach of conduct that were filed last year against former Manila International Airport Authority General Manager Edgardo Manda in connection with his Statement of Assets, Liabilities and Net Worth for the years 1997 to 1999 and 2001 to 2005. In a resolution, the court granted Manda’s omnibus motion wherein he sought the quashal of the charge sheets and the dismissal of the cases on the ground of violation of his right to a speedy case disposition. “All told, it is evident that the constitutional rights of the accused to speedy disposition of case has been violated due to the delay in the investigation conducted by the Ombudsman when it took more than five years from the filing of the Complaint to file the nine Informations against herein accused,” the court said.
