Justice Secretary Leila De Lima on Friday issued an Immigration Lookout Bulletin Order (ILBO) against the three suspects in the killing of car racer Ferdinand “Enzo” Pastor last June 12.
In a four-page memorandum, De Lima ordered Bureau of Immigration (BI) Commissioner Siegfried B. Mison to implement the ILBO against the the following:
— Dalia Guerrero-Pastor;
— Domingo De Guzman alias “Sandy”; and
— PO2 Edgar Angel.
Dalia Pastor, who is yet to be located, is facing parricide and frustrated murder charges. On the other hand, De Guzman and Angel have been recently arrested.
De Guzman is facing charges for murder, frustrated murder and illegal possession of firearm and ammunition while Angel is facing murder and frustrated murder charges.
The National Prosecutor Service (NPS) earlier made the request for the issuance of the ILBO in order to prevent any delay in the investigation and prosecution of the cases.
If the name of an individual is placed in the ILBO, it would mean that such an individual cannot just leave the country without informing the concerned authorities.
Likewise, De Guzman ordered Prosecutor General Claro A. Arellano to expedite the resolution of the case and keep the DOJ Secretary and the BI promptly and regularly updated. PNA
