JUSTICE Secretary Leila de Lima on Tuesday ordered the National Bureau of Investigation(NBI) to investigate the mysterious death of the leader of the Ozamis Robbery Group in Laguna on Monday night.
In a press conference, De Lima said Philippine National Police Region 4-A Director Benito Estipona and Supt. Danilo Mendoza, chief of the Region 4-A Regional Special Operations Group, should explain on what happened to Ricky Cadavero.
In a statement, New Bilibid Prisons Supt. Benjo Tesoro said Supt. Mendoza took from them Cadavero upon their arrival at the NBP to have the inmate undergo inquest proceedings in Dasmarinas, Cavite.
However, De Lima wondered on why a press conference was held in Camp Crame, Quezon City on Monday for the turnover but Cadavero was not even turned over to the NBP personnel.
De Lima also doubted on why the group of Supt. Mendoza went to San Pedro, Laguna after the inquest proceedings in Dasmarinas, Cavite.
De Lima admitted the arresting officer has the authority to choose the place where the inquest proceedings will be conducted.
Nevertheless, De Lima said the group of Supt. Mendoza ignored the announcement of Supt. Tesoro to conduct the inquest proceedings at the NBP.
De Lima said it appeared the press conference held in Camp Crame, Quezon City seemed to be mere a “moro-moro”, which was even attended by Department of Interior and Local Government Secretary Manuel Roxas III.
Cadavero was killed after he allegedly grappled for the gun when they were ambushed by armed men riding-in-tandem in motorcycles in San Pedro, Laguna. PNA
