CAMP DIEGO SILANG, La Union: A dismissed policeman, who killed a fellow officer in Pangasinan on September 7, 2002, was arrested over the weekend by the Criminal Investigation and Detection Group (CIDG) in his hiding place in Luna, San Antonio, Zambales. Senior Supt. Francisco Esguerra, CIDG Region 1 chief, identified the suspect as Leoncio Diaz, 55, a resident of Sitio Payong, Barangay East Dirita, San Antonio, Zambales. Esguerra said Diaz admitted to killing PO3 Randy Fernandez, a member of the Sto. Tomas, Pangasinan police station, because of a personal grudge. Diaz also reportedly revealed that he was accompanied by a certain Sonny Galisim when he did the crime in Paliparan, Carmen, Pangasinan. Esguerra said the suspect also claimed that a certain Tonga Agustin, a former chairman of Barangay Luna, Sto Tomas in Pangasinan, was responsible in the killing of Rogelio Noces sometime in 2002. Noces was a resident of Barangay San Marcos in Sto Tomas, Pangasinan. Diaz has a standing warrant of arrest issued by Judge Manuel Pastor Jr. of the Regional Trial Court Branch 50 in Villasis, Pangasinan on January 21, 2004. Judge Pastor did not recommend any bail amount for Diaz, who is listed among the most wanted persons in a Department of Interior and Local Government memorandum on October 26, 2006. The department has set a monetary reward of P140,000. Esguerra said the arrest was done with the help of the CIDG-Pangasinan, Highway Patrol Group, Pangasinan Provincial Intelligence Branch, Regional Intelligence Unit 1 and San Antonio police station.
