ILOILO CITY: Secretary Corazon Soliman of the Department of Social Welfare and Development (DSWD) vowed her department will lead in filing charges against anyone who meddled in the distribution of Emergency Shelter Assistance (ESA) and made a mockery of the government’s assistance program for the victims of super typhoon Yolanda. Soliman said the government is serious in giving out its ESA assistance and no persons or politicians should meddle. Totally damaged house gets P30,000 and P10,000 for partially damaged house, under the ESA program. The DSWD chief encouraged those who were victimized by some unscrupulous persons for the charges to prosper in court or at the Ombudsman under the graft and corrupt practices act, in case a government official or employee is involved. DSWD received a total of 299 complaints emanating from actual implementation and distribution of ESA by local government units in the region.
