Independent Philippine Petroleum Companies Association (IPPCA) and the Department of Energy (DOE) united in the fight against illegal liquefied petroleum gas (LPG) refillers that replenish branded cylinders of other companies feared to cause fires. The Bureau of Fire Protection has cited that the use of unsafe and refurbished LPG cylinders as one of the top three causes of fires and deaths in the country. Energy Secretary Alfonso Cusi acknowledged that the DOE could be held liable if they do not protect the interest of consumers and industry stakeholder. Energy chief also attributed the proliferation of illegal refillers to the deregulation of LPG refilling, which allowed anyone to just set up and open shops anywhere. He proposed to revisit existing regulations and work on improving the standards which includes punitive and preventive measures.
