DOTC ‘best-kept secret’ milking cow


The Department of Transportation and Communications (DOTC), unlike other government agencies notorious for graft and corruption, has been a “best-kept secret” as a lucrative mine or milking cow for cronies of President Noynoy.

Reports coming from reliable sources claim that DOTC contracts have served as sweetheart deals, particularly for the sweethearts of certain DOTC officials.

One such sweetheart who has allegedly cornered huge amounts of DOTC deals is a lady entrepreneur who would swear she had “stopped” engaging in business transactions with the DOTC when her husband became the highest official of a DOTC subsidiary.

That’s easier said than done, according to my sources, for she has actually continued her monkey business by using a front by the name of “Malou” from the office of DOTC Undersecretary Jose Lotilla.

The lady’s alter-ego “Malou” does what they call “leg work” or taga-ikot ng papel. She handles the papers needed to move the projects they have cornered at DOTC.

The transactions include those of the Light Rail Transit (LRT) lines 1 and 2, and the Metro Rail Transit line 3 (MRT-3).

Based on the documents obtained by this columnist from the Securites and Exchange Commission (SEC), one of the maintenance providers of the MRT 3 now, Global Epcom, is a subsidiary of the Group of Companies, owned by this lady’s family.

Global Epcom used to be the Genials Trading and Contracting Corp., under this lady’s Group of Companies, until it changed its name on October, 8, 2012 to Global Epcom, shortly before joining the bidding for the maintenance of the MRT.

This lady and her sidekick “Malou” were allegedly behind the contracts on the various aspects of maintenance of the MRT which is a seriously plagued with accidents and break downs.

It is totally falling apart as a result of negligence and incompetence of the DOTC under Secretary Joseph Emilio Abaya.

Needless to say, this discreet way of milking the system has the blessing of the big shot in the higher-up.

“Malou’s” continuous processing of papers virtually constitutes a cycle such that it has regularly churned out the “proceeds” or payoffs for certain top officials.

This crony at the helm is said to get his dough every 22nd of the month!

Makati honors, rewards ‘19 Forgotten’ heroes
There were 19 troopers of the Special Action Force (SAF) who were wounded but fortunate enough to escape the death trap in Tukanalipao, Mamasapano, Maguindanao last January 25.

They accomplished the “mission impossible” of terminating a most notorious terrorist, Zulkifli bin Hir alias Marwan, but the ill-advised and ill-designed Oplan Exodus led to the barbaric massacre of 44 commandos of the SAF contingent.

Amid the tragedy that befell the SAF44 while no military rescue came, the 19 SAF survivors seemed ignored or “forgotten.”

The “19 Forgotten” deserve to be honored for their gallantry and loyalty to the country in the face of onslaught of hundreds of separatist Moro Islamic Liberation Front (MILF) guerrillas. They also deserve our full support.

It is indeed a welcome development that the local government of the premier City of Makati has taken a step to show these valiant SAF soldiers that the people appreciate them.

On Tuesday, Makati Mayor Jejomar Erwin “Junjun” Binay awarded P100, 000 checks to each of the families of the “19 Forgotten” at the Makati City hall.

Also present during the simple ceremonies were Vice President Jejomar Binay, former Makati Mayor Dr. Elenita Binay, and Senator Nancy Binay.

Other forms of assistance made available to the SAF heroes were college scholarship to the University of Makati (UMak), medical services at the Ospital ng Makati (Osmak) and P300,000 in housing benefits through the National Housing Authority (NHA).

Meanwhile, Malacañang has desperately tried to whitewash Noynoy Aquino’s culpability and the criminal liability of Purisima and the MILF berdugos, influencing and manipulating the Senate, House and the PNP BOI probes, and certain sectors in the mainstream media.

Noynoy and his pal, suspended policeman Alan Purisima, have yet to answer questions in public. As a result, SAF44 families and friends, along with the PNPA alumni association, will take to EDSA on March 8 Sunday morning and march to the Quezon City Memorial Circle.
