DPWH district engineer, staff ordered dismissed


LEGAZPI CITY: The Office of the Ombudsman has ordered the dismissal of a Department of Public Works and Highways (DPWH) official and his former staff in Iloilo City connected with the alleged bidding scam of a P9-million Iloilo-Jaro Diversion road project in 2009.

The DPWH personnel dismissed by the anti-graft body are Masbate 2nd district engineer Teodoro Castillo and Bids and Awards Committee (BAC) chairman Roby Lagoc, BAC member and construction chief Joemar Nepomuceno, maintenance section chief Nestor Molato, and planning and design section chief Jonathan Dublas.

The Ombudsman also ordered the cancellation of the eligibility, forfeiture of retirement benefits and perpetual disqualification from holding public office of the said officials.

Castillo readily vacated his district office at Dimasalang town in Masbate said Bicol DPWH legal officer Oliver Rodulfo, who was tasked to oversee the implementation of the order.

Rodulfo said Castillo’s dismissal from service stemmed from his case as district engineer officer-in-charge of the Iloilo District Engineering office on the alleged bidding scam of the Iloilo-Jaro Diversion road project.

The Ombudsman found out that the DPWH officials did not hold a public bidding for the project.

Castillo cannot be reached for comment regarding the dismissal order.
