President Benigno Aquino 3rd on Thursday lauded the Department of Public Works and Highways (DPWH) for reforms and good governance as the agency celebrates 115th founding anniversary.
In his speech, the President said the image of the DPWH as a corrupt agency had started to change after its leadership implemented reforms.
Aquino said the DPWH instituted reforms promoting “the right projects, at the right cost and right quality, and accomplished right on time with the right people.”
He lauded DPWH Secretary Rogelio Singson and all the employees, saying the agency has become one of the most notable examples of good governance of his administration.
“Hindi kinailangan ni Secretary Babes Singson na maging Man of Steel and Concrete, para mapatibay at gawing permanente ang mga reporma sa DPWH [Secretary Singson doesn’t have to be the Man of Steel and Concrete to make the reforms at the DPWH permanent],” Aquino said, adding that almost 80 percent of DPWH projects pending since 2010 were completed in May.
He cited the Araneta-Quezon Avenue underpass which was finished ahead of schedule, saving the national government millions of pesos.
“Dahil sa mabuting pamamahala, nagagawa natin ang mga proyekto sa mas mabilis na paraan at sa mas murang halaga; napipigilan din natin ang katiwalian at ang pagtagas sa kaban ng bayan [Because of right management, we have managed to ensure faster construction of projects at a lower price, and we have stopped corruption and the stealing of funds from the national budget],” Aquino said, noting that the DPWH had already saved at least P16.35 billion.
”Ipinapatupad natin nang tapat at tama ang proseso ng procurement at bidding, kaya naman pumalo sa 16.35 bilyong piso ang savings ng DPWH, at pila-pila ang matatagumpay nating proyekto [We are now also implementing the right process in procurement and bidding, which is the reason why the DPWH has managed to achieve P16.35 billion in savings and multiple projects],” the President added.
As an expression of gratitude to their hard work and dedication to provide excellent service to the Filipino people, the President announced that he had authorized the release of P10,000 bonus for each official and employee of the DPWH.
”Sa isang patas na lipunan, sinusuklian ang mabuting gawain. Kapag nagsumikap ka, may kaakibat itong karampatang biyaya sa iyo. Kaya naman, hindi po ako nag-atubiling lagdaan ang sampung libong Anniversary Bonus para sa bawat opisyal at kawani ng DPWH ngayong taon [In a fair society, good works are being repaid. If you persevere, then something good will be given in return. That is why I did not hesitate to sign the P10,000 Anniversary Bonus for every official and employee of the DPWH this year],” he said
The President also led the awarding of plaques to the 11 employees who have rendered 40 years of service and four DPWH best offices.
