Duterte’s shoot-to-kill order illegal, Palace spokesman says

Davao City Mayor Rodrigo Duterte’s order to shoot to kill three kidnappers from his hometown is illegal, a Palace official said Saturday.
Deputy Presidential Spokesperson Abigail Valte made the comment following the killing of three suspects in the kidnapping of 51-year-old businesswoman Sally Chua in Davao City on Thursday.
Chua was taken her office by gunmen last July 5, and was rescued in Davao after police eschanged fire with her abductors.
”It is unlawful to resort to shoot-to-kill order. We understand the need of any local chief executive to keep the peace in his area of responsibility, but this be done within the bounds of law,” Valte said in a radio interview.
Peace and order, she said, can be achieved with greater police visibility.
“We can’t violate the law just because we want peace and order in our place. The measures that we take should be within the bounds of the law,” Valte said.
