Davao City Mayor Rodrigo Duterte's order to shoot to kill three kidnappers from his hometown is illegal, a Palace official said Saturday.
Deputy Presidential Spokesperson Abigail Valte made the comment following the killing of three suspects in the kidnapping of 51-year-old businesswoman Sally Chua in Davao City on Thursday.
