Ex-Caloocan mayor, 2 others face graft raps


The Office of the Ombudsman has filed graft charges at the Sandiganbayan against former Caloocan City Mayor Enrico Echiverri, former City Accountant Edna Centeno, and former City Budget Officer Jesusa Garcia
over the alleged award of deal without prior authorization from the city council.

In two separate charge sheets, the respondents were accused of violating Section 3(e) of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act).

The Ombudsman alleged in the first charge sheet that the respondents, “conspiring with one another,” caused undue injury to the government and gave unwarranted benefits and advantage to PB Grey Construction in the amount of at least about P8.08 million in 2011 “by awarding to PB Grey the contract for the Improvement of Roads and Drainage System at Phase 6, Green Valley, Barangay 178, Caloocan City, without prior authorization from the Sangguniang Panlungsod of Caloocan City, and paying the said amount to PB Grey, to the damage and prejudice of the government.”

In the second charge sheet, which covered the period December 20, 2011 to April 17, 2013 “or sometime prior or subsequent thereto,” the Ombudsman alleged that the contract for the installation of streetlights at Barangay 90 and 91 was awarded to St. Gabriel Builders “without prior authorization” from the city council.
