“A former councilor surrendered cache of firearms and ammunitions of police authorities at Dolores Municipal Police Station” is confusing. Does the firearms and ammunitions belong to the police authorities?

If that is not the case, the wordings should be “a former councilor surrendered cache of firearms and ammunitions TO police authorities at Dolores Municipal Police Station”.
