The Office of the Ombudsman found former Balangiga, Eastern Samar Mayor Viscuso de Lira administratively liable in connection with the undervaluation of a vehicle in the Statement of Assets Liabilities and Net Worth (SALN) he filed in 2013 and for failure to declare ownership of 10 firearms in his 2011 to 2013 SALNs.
In a statement issued on Tuesday, the Ombudsman ordered him suspended for six months without pay which penalty is convertible to a fine equivalent to his salary for six months.
Ombudsman investigators found that De Lira undervalued a Nissan Patrol Super Safari in the joint SALN he filed in 2013 declaring its value only at P1.8 million when its supposed actual price was P3.048 million. Also in his 2011 to 2013 SALNs, he failed to declare ownership of more than 10 high-powered firearms.
Earlier, the office found basis to file perjury charges as well as cases of violation of Section 8 of Republic Act (R.A.) No. 6713 against De Lira and his wife Emelita.
R.A. No. 6713 is the Code of Conduct and Ethical Standards for Public Officials and Employees. Section 8 of this law, states that public officials or employees must accomplish a statement under oath showing their assets, liabilities and net worth and financial and business interests as of year-end.
